As a Civil Engineer (Recent Graduates), you will serve as a trainee in performing developmental duties to prepare the incumbent for the full range of duties. At the GS-12 you will be responsible for the identification, development, design, construction, and commissioning of addition and alteration projects for the Region's power transmission system and related facilities. This is not a remote position. The selectee will be required to be physically present in Bismarck, ND.

Duties

You will perform a limited range of engineering tasks within a functional area independently or under the close direction of senior engineer. Applies basic engineering knowledge and judgment in the selection, interpretation, and application of relevant rules, standard procedures, or precedents. Locates and applies appropriate precedent(s) to assignment. Keeps senior engineer informed of all actions. This is a developmental position with the full performance level at the GS-12.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. GS-5 /7/9 In addition to meeting the Individual Occupational Requirements (IOR), applicants must also possess one year (52 weeks) of specialized experience at the lower grade level or equivalent pay band. This experience MUST include: Experience performing developmental level engineering related to the electrical utility industry To qualify at the GS-05 level you must meet the following in addition to the specialized experience: Education: To qualify based on education you must have four (4) years (120 semester hours) of education above high school, leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in an combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate education. Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized requirements. To qualify at the GS-07 level you must meet the following in addition to the specialized experience: Education: One (1) year directly related graduate-level education or superior academic achievement. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. To qualify at the GS-09 level you must meet the following in addition to the specialized experience: Education: Two (2) years of directly related progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. All grade levels may use a combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.
