This position is located within the Connected Care/Telehealth Service at the Charles George VA Medical Center in Asheville, NC. The Program Specialist is a full-time position that reports to the Facility Telehealth Coordinator within Telehealth Service Line, and is required to provide critical operational and technology management to support and sustain clinical Telehealth operations throughout Western North Carolina VA Healthcare System.
Duties
The Program Specialist is expected to work independently to serve the needs of the facility Telehealth Services. The incumbent will need to serve in a versatile, flexible fashion to meet the ever-changing challenges of both Telehealth and Connected Care programs effectively and efficiently. The incumbent may be assigned, as necessary, to support and assist with projects/assignments of a cross-cutting nature that are the responsibility of the FTC and/or Supervisor.
Duties include, but not limited to:
Telehealth Technology and Consultation
Incumbent provides technical support and consultative assistance for all Telehealth and Connected Care programs, technologies, and systems. Installs, configures, activates, and tests equipment, related peripherals, applications, and software. Provides training to the clinical staff on proper use of Telehealth and Connected Care technologies and systems. Conducts site visits to determine educational and technical needs. Incumbent provides technical support to Clinic-Based and Home Telehealth programs. Plans and performs fault management, configuration control, and performance monitoring of Telehealth and Connected Care technologies and systems. Evaluates communication hardware/software and troubleshoots network-related problems in technology/system operational settings. Troubleshoots communication issues and repairs and maintains equipment. Incumbent monitors the local Telehealth communications network activity. Files activity reports including a log of trouble tickets, technical reports, and site assessments.
Program Monitoring, Analysis, and Management Controls
Prepares and tracks maintenance work orders, information systems, and inventory records, and communicates with the National Telehealth Technology Help Desk (NTTHD) to facilitate troubleshooting, repair, and coordination of replacement equipment as necessary. Maintains responsibility for facility inventory management and registering and maintaining telehealth endpoints and scheduling of simple and complex intra-facility, and interfacility telehealth appointments and multi-point video conference calls in the Telehealth Management Platform or other similar electronic resource-based scheduling system/application. In collaboration with the FTC, resolves audit/inspection activities for all Clinical Telehealth and Connected Health activities.
Data Management and Reporting
The incumbent develops methods for automating reports using a variety of software packages and applying judgment in selecting the most appropriate software type, and modifies the existing tracking system to correct problems, or establishing a database management system to improve tracking methods. Identifies, selects, and approves appropriate software types (spreadsheets, database, word processing, etc.) to meet program needs based on an understanding of the functional capabilities and limitations of each, and the similarities, differences, and integration of the software types. Uses many methods
of data collection to gather and compile data.
Liaison and Coordination
Acts as a liaison for the FTC between the different programs and is responsible for identifying and resolving issues between the different areas. The incumbent assists as required in the booking of Telehealth video equipment, meeting rooms/venues, preparation of agendas/minutes, and tracking follow-up items related to the meeting.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: Must have 1 year equivalent to at least next lower grade level (GS-7) of specialized experience. Examples of Specialized Experience would typically include, but are not limited to: Telehealth Technology and Consultation, Program Monitoring, Analysis, Management Controls, Data Management and Reporting, Liaison, and Coordination.

Master's or equivalent graduate degree

2 full years of progressively higher level graduate education leading to such a degree

Combination: An equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meet the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-9 level.

Physical Requirements: Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment up to 20 pounds and will reach above shoulder level for technology installation or in assistance with technology installation. Fieldwork may involve travel for training activities, and attendance at meetings and conferences.
