This position is a Agreements Technician (Grants), GS- 1101-7 working in Vancouver, Washington for the R1- Columbia River Fish and Wildlife Conservation Office. Duties

The Columbia River Fisheries Program Office (CRFWCO) coordinates and facilitates fishery resource management activities of a broad scope within the Columbia River basin among Region 1 Service programs, and with state, tribal, other federal, regional, and international agencies and organizations. The major area of emphasis of the CRFPO is in restoring anadromous U.S. Fish populations in the basin impacted by the development and operation of the Columbia River hydropower system and by other activities by man. The primary restoration activities include harvest management, endangered species review and assessment, federal hatchery evaluation, in-stream flow studies, fish passage improvement, tagging and marking of anadromous salmonids, and various technical assistance programs involving U.S. Fish and Wildlife Service Ecological Services, National Wildlife Refuges, and Law Enforcement and tribal organizations. Key duties for this position as an Agreements Technician (Grants) are: Serves as the CRFWCO point of contact (POC) for the Financial Assistance (FA), Financial and Business Management System (FBMS), Reimbursable Agreements, and performs FBMS functions. Performs Grants Solutions functions in the role of Agreement Technician. Serves as the POC for the Automated Standard Application for Payments (ASAP) process. Prepares and maintains CRFWCO's program purchase requests (PPRs), and reviews work statements, plans, drawings, specifications, compliance certifications, and other elements necessary for consummation of agreements (grant, cooperative, reimbursable, inter- or intra-). Manages grants and all agreements entered into with Federal, state, and local agencies, tribal governments, non-profit groups, and consulting firms. Reviews and interprets financial assistance, reimbursable agreements, and inter and intra-agency agreements and applicable regulations, laws, policies and guidelines to prepare and ensure grant and cooperative agreements, reimbursables, inter and intra-agency agreements are in accordance with current policies, regulations, and guidelines. Performs a variety of general office support duties including but not limited to answering phones and responding to caller requests, forwarding calls to appropriate staff, preparing letters, memoranda, correspondence, reports, or tabulated data related to the activities of the office, and maintaining office e-files and e-records. This position requires the ability to use a computer for word processing, spreadsheets and other general office software.

Qualifications

Only experience and education obtained by 04/17/2024 will be considered. In order to qualify for this position you must possess the Minimum Qualification. Minimum Qualification [GS-7]:one full year of specialized experience comparable in scope and responsibility to the GS-06 level in the Federal service (obtained in either the public or private sectors) performing work in or related to the management of grants or agreements/contracts. Examples of qualifying specialized experience include: (1) reviewing proposal packages for completeness and legal compliance; (2) developing scopes of work or terms and conditions for grants or agreements; (3) monitoring awards to ensure compliance with terms and conditions; (4) reviewing performance reports to ensure the accuracy and completeness of information; (5) documenting and maintaining award files; (6) using grants management or financial reporting software to input transaction data or extract data for reports; and/or (7) closing out reports to complete awards. NOTE: Your resume must contain sufficient information in these areas to be found qualified. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i.
