This position is located in the Branch of Health Records Services, Division of Administrative Services, Fort Belknap Service Unit, Harlem, Montana in the Billings Area Indian Health Service. The primary purpose of this position is to perform a variety of medical records coding and other medical records functions.

Duties

Codes complex and difficult records correctly concerning the diagnosis, operations and/or procedures. Assures the final diagnosis and operative procedures as stated by the physician are valid and complete. Maintain paper and electronic medical records in accordance with Indian Health Service, State and local regulations. Scan documents into the electronic health record using Vista Imaging. Provides education and coding updates to medical staff, business office staff and other healthcare providers.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. MINIMUM QUALIFICATIONS:Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-04: 1 year of general experience OR 2 years of education above the high school level. GS:05: Four years above high school level OR one year of specialized experience equivalent to at least the GS-04 grade level. GS-06: One year of specialized experience equivalent to at least the GS-05 grade level. GS-07: One year of specialized experience equivalent to at least the GS-06 grade level. GS-08: One year of specialized experience equivalent to at least the GS-07 grade level. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for GS-05: Code medical records for various medical and clinical processes such as disease, illness or injury and conditions and their interrelationships; Enter information abstracted from medical record into the Patient Care Component computer system; Scan medical documentation utilizing the proper disease, procedure, note etc.; Review and assemble records to verify all components of the record are present, complete, and filed in proper sequence; Utilize electronic systems to search and print medical documents; Maintain and file records in both a digit numeric and alphabetic file system. Examples of specialized experience for GS-06: assemble, analyze, code, abstract, report, maintain, and extract moderately complex medical records information utilizing CPT and ICD-10 in a medical setting. Organize and check medical records for completeness, accuracy, and compliance with regulatory requirements. Use automated records systems. Ensure codes are in compliance with established guidelines. Examples of specialized experience for GS-07: Code complex clinical data into the an automated patient management care Component system; Apply proper code from ICD-10 guidance to complex data entry; Assist in providing on-going training needs as system modifications occur and coding systems change. Generate error reports at regularly scheduled intervals and performs error resolution. Review medical records for compliance with established third party reimbursement agencies special screening criteria, inconsistencies or discrepancies and discusses with appropriate medical or nursing staff. Examples of specialized experience for GS-08: Assign the appropriate ICD-10 codes for all diagnoses and surgical procedures as listed by provider for inpatient and outpatient visits. Assure that diagnoses are sequenced appropriately. Code in accordance with ICD-10 coding conventions and with the official coding guidelines. Review visits in an automated health record system to ensure providers and other clinicians assign the appropriate ICD-10-CM codes. Assign the appropriate CPT-4 code for all outpatient and inpatient medical, surgical, nonphysician professional services and diagnostic services; Observe established coding rules for Level II HCPCS code for items, supplies and non-physician services used in reimbursement claims processing. Provide analysis of documentation and coding issues regarding areas of concern of the health record, Ensure the quality of data in information systems by conducting audits and analyzing data. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
