This position is located in Lisle, IL, Region III, Division of Radiological Safety and Security, Security, Emergency Preparedness, and Incident Response Branch.The supervisor is Michael E. Ziolkowski. This  position is Bargaining Unit with the National Treasury Employees Union, Chapter 208.This position IS NOT subject to Confidential Financial Disclosure reporting requirements.This position IS NOT subject to security ownership restriction reporting requirements.

Duties

The successful candidate will perform the full range of Physical Security Inspector duties.1. Serves as a region-based inspector to plan, conduct, report, and coordinate findings associated with physical security inspections of light-water reactors, in accordance with the NRC Inspection Manual.2. Conducts inspections of performance at licensee nuclear power reactors to assure the existing security, safeguards and fitness-for-duty programs provide the intended level of protection (e.g., as defined in the design basis threat and in NRC regulations).3. Follows up on identified problems to ensure that NRC licensees have taken appropriate corrective action.4. Writes reports or provides report input to inspection findings to document whether the facility security program is implemented effectively, the licensee's management control program is effective, and regulatory requirements are being satisfied.5. Participates in emergency preparedness drills and exercises as a participant or evaluator in order to maintain the emergency effectiveness of the agency and ascertain the licensee's ability to effectively manage and control emergency response in the safeguards area.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  The ideal candidate will be able to demonstrate the following:1. Knowledge of physical protection systems, processes, techniques, equipment, hand-held weapons, explosive devices, and procedures at a nuclear power plant or similarly protected/secured facility.2. Ability to perform field and program assessment of plant security systems/processes to evaluate their effectiveness and to identify potential vulnerabilities in protecting against the design basis threat at a nuclear power plant or similarly protected/secured facility.3. Experience in evaluating physical security plans, contingency response plans, security plans, fitness for-duty programs and processes, and access authorization program at a nuclear power plant or similarly protected/secured facility.4. Experience evaluating potential threat information and implementing or recommending appropriate response actions at a nuclear power plant or similarly protected/secured facility. Knowledge of and coordination with other federal, state, and local response organizations, and members of the public.5. Ability to communicate well, both orally and in writing.SPECIALIZED EXPERIENCE is defined as: Experience that demonstrates knowledge of physical protection systems, processes, techniques, equipment, hand held weapons, explosive devices, and procedures at a nuclear power plant or similarly protected/secured facility, including knowledge of vulnerability assessment and knowledge of response force capabilities, detection and assessment , defensive strategies and response tactics.
