This position is located Northern Navajo Medical Center, Division of Acquisitions Management and Contract. The primary purpose of this position is to initiate individual or consolidated procure actions, negotiate and administer contract for highly diverse number of programs. Provides advice, interprets and explains procedures and regulation requirements. Incumbent reports to the Health System Administrator.

Duties

Coordinates with Service Unit and/or Area Office technical personnel, program supervisors, and local leadership prior to the issuance of Source Sought, Invitation For Bids or Request For Proposals in developing an Annual Acquisition Plan for the coming fiscal year. Procures or provides guidance to subordinates to purchase single or consolidated commodities and services such as equipment (medical, office, IT, electronic, etc.) protective clothing, construction materials, alterations and repairs to real property (construction), custodial services, hospital security services and other professional and technical services. Documents or provides guidance to subordinates to prepare appropriate findings, pre-requisite to the negotiation and present recommendations to the Contracting Officer with reference to the Federal Acquisition Regulations, HHS Acquisition Regulations, Public Laws, procurement policies, methods and regulations. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. **Note: POSITION IS OPEN UNTIL FILLED - the vacancy will close when a selection is made. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): GS-13 and Above: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: initiating individual or consolidated procurement actions for requirements for laboratory, radiology, pharmacy, maintenance, laundry, specialized medical equipment and personal services; procures or provides guidance to subordinates, participates in service unit budget planning sessions, initiates annual acquisition plan including the market research, government estimate, performance work statement and statement of objectives; and plans departmental workload in accordance to agency goals. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. SELECTIVE PLACEMENT FACTOR: Candidates must possess a current Federal Acquisition Certification in Contracting (FAC-C) Level III Certificate, FAC-C (Professional) or equivalent.
