About the Position: This position is with the 416th Engineer Command, 416th Mission Support Element located in Darien, Illinois.

Duties

Prepare a variety of statistical and narrative reports to measure program success. Serve as resource advisor to the Command staff and subordinate unit commanders for program related Select 4888 areas. Analyze work related to developing and executing audit policies and programs for the government travel card. Plan, coordinate, and develop procedures for executing the Command's program and budget system. Complete budget documents, worksheets and required reports. Perform training as needed with new travelers and approving officials on DTS policy and procedures. Work with automated accounting systems such as the General Fund Enterprise Business System (GFEBS). Ensure that adequate internal control systems are developed and operative so that government resources are efficiently and effectively managed. Analyze Command and subordinate budget submissions. Perform joint reviews with budget personnel, program managers and higher headquarters to ensure procedural compliance.

Specialized Experience: One year of specialized experience which includes developing guidance on budget requirements; analyzing trends and data; monitoring expenditures; preparing budgetary reports; and developing budget estimates. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Auditing, Contracting and Financial Analysis. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget ExecutionBudget Formulation, Justification, and PresentationFinancial Management Systems Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
