The primary purpose of this position, QUALITY ASSURANCE SPECIALIST, GS-1910-11, is to serve as a Quality Assurance Specialist, by executing an aggressive, world-class quality assurance program that includes autonomous surveillance and evaluations of all products, core processes, and maintenance personnel.

Duties

Conduct in-depth and complete assessments throughout production and support functions assessing a vast array of aerospace and missile maintenance processes and programs, such as Technical Data, Technical Orders, Tool and Equipment, Technical Documentation, Foreign Object Damage (FOD), Material Control, General Industrial Programs, Work Control Documents, Worker Qualification, Safety and Health, Training, Depot Maintenance Quality Assurance, and Functional Program Management. Perform Management directed Inspections (MI), Special Inspections (SI), Ready for Delivery inspections (RFD), Requests for Quality Assistance (RQA), technical process reviews, AFMC Form 202 investigations, process order reviews, operating instruction reviews, and other like duties. Routinely interface with all organizational levels of the organization to help ensure that processes and procedures are in compliance and conformance with applicable regulatory guidance, directives, technical data, engineering drawings, standards and specifications, etc. Report to the group, squadron, and section chiefs on the effectiveness of the production processes and degree of compliance as related to governing directives. Adhere to and enforce all applicable safety and health requirements and directives while performing assigned duties.

  • Travel to other installations to attend conferences or working groups and or assist HQ inspections/evaluations may be required.
  • The work is primarily sedentary with some walking, standing, and carrying of items weighing 25 pounds and over with assistance, such as papers, boxes, equipment, files, etc., may be required.
  • Normally works in office environment with adequate lighting and HVAC. Inspections and evaluations may expose incumbent to chemicals and adhesives, loud noise, fumes and vapors, explosives and or explosives related operational environments.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1910 Quality Assurance Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Specialized experience is experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. An example of creditable specialized experience includes: reviewing production activities and capabilities in light of contract quality requirements; reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related, with a major study of quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, with a major study in any combination of courses such as those shown above, may be used to qualify applicants for the GS-11 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a vast array of Depot Maintenance disciplines common to repair, modification, overhaul and manufacture of DoD assets, components, and subcomponents, as applicable to a broad product area. (e. g, avionics, electronic and electrical equipment, aerospace equipment, components, and systems, raw processed or fabricated materials, missiles, missile components, ground transportation equipment, explosives handling, transportation and storage of missiles, and specialized industrial processes) including: product specifications and standards; production methods and processes required to assure product quality; material processes and treatments; use of specialized inspection and test equipment; and preservation, packing and packaging techniques, document and data control, and usage, configuration management, control of nonconforming product, and production processes. Knowledge of a range of complex aerospace systems and products and general administrative and technical skills as applicable with controlling the quality of products manufactured, maintained, overhauled, and or modified by the organization. Thorough and detailed knowledge of and skill in executing Quality Assurance (QA) methodologies to assess technical compliance and identify and analyze complex technical problems. Knowledge of the practices, policies and procedures related to executing QA methodologies to assess technical compliance, identify and analyze complex technical problems, while ensuring safety. Ability to perform comprehensive assessments and meaningful analysis of internal/external data to provide management the foundation to assess problem areas and make sound business decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
