The primary purpose of this position is to review, interpret, and apply appropriate DoD physical standards to the Reports of Medical Examination of applicants for USAF programs involving enlistment, commission, non-rated special operational duty positions, rated officers and undergraduate flying training.

Duties

Conducts extensive reviews, processes, and certifies medical physical examinations according to the current DoD and AF physical standards on applicants for enlistment, commission, flying training, and other non-rated special operational duty. Determines and recommends follow-up studies, evaluations or other individual plans of action in difficult and controversial cases on own authority under established protocols. Provides technical and administrative assistance to any DoD agency in matters pertaining to the interpretation and application of medical standards. Conducts technical and administrative analysis during periodic review process of medical standards and examination requirements.

  • (CONT'D) preventive medicine, routine laboratory and radiological procedures, and other medical procedures and/or a degree in related field is highly desirable

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge and understanding of physical examination techniques to include taking and recording of blood pressure, pulse, height weight, routine visual acuity testing, refraction, color vision, depth perception, heterophorias, red lens, ocular pressures, hearing tests, electrocardiographs, and other related techniques; Using knowledge of the related administrative processing of DoD and USAF medical examinations, their extent and requirements; Using knowledge of medical terminology, anatomy, physiology, aeromedical principles and flight physiology, diagnostic criteria, preventive medicine; routine laboratory and radiological procedures, and other medical procedures in order to properly evaluate and assess the medical background of members for qualification; Providing knowledge of DoD and Air Force medical standards, policies, directives and requirements, related but not limited to aeromedical and medical facility administration, medical disability system, and aeromedical consultations; Operating computers and using such applications such as word processing, spreadsheets, and other software; Communicating orally and a writing and working with all levels of personnel; Working knowledge of DoD correspondence requirements and performing medical literature search and analyze statistical database outcomes. SPECIALIZED EXPERIENCE FOR NON-FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08 or equivalent in other pay systems that has gained the experience necessary to perform the job. Examples of specialized experience includes practical knowledge and understanding of physical examination techniques to include taking and recording of blood pressure, pulse, height weight, routine visual acuity testing, refraction, color vision, depth perception, heterophorias, red lens, ocular pressures, hearing tests, electrocardiographs, and other related techniques; Using knowledge of the related administrative processing of DoD and USAF medical examinations, their extent and requirements; Using knowledge of medical terminology, anatomy, physiology, aeromedical principles and flight physiology, diagnostic criteria, preventive medicine; routine laboratory and radiological procedures, and other medical procedures in order to properly evaluate and assess the medical background of members for qualification; Providing knowledge of DoD and Air Force medical standards, policies, directives and requirements, related but not limited to aeromedical and medical facility administration, medical disability system, and aeromedical consultations; Operating computers and using such applications such as word processing, spreadsheets, and other software; Communicating orally and a writing and working with all levels of personnel; Working knowledge of DoD correspondence requirements and performing medical literature search and analyze statistical database outcomes. OR EDUCATION: Successfully completed two full years of graduate education or a Master's degree. NOTE: You must submit a copy of your transcripts for graduate level education AND undergraduate education if both are relevant to the position. Transcripts must be submitted with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described above; however, I have completed some education as described above. Therefore, I have a combination of experience and education as described above. NOTE: You must submit a copy of your transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 for Current Federal Applicants or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Practical knowledge and working understanding of physical examination techniques to include taking and recording of blood pressure, pulse, height weight, routine visual acuity testing, refraction, color vision, depth perception, heterophorias, red lens, ocular pressures, hearing tests, electrocardiographs, and other related techniques; strong knowledge of the related administrative processing of DoD and USAF medical examinations, their extent and requirements. 2. Comprehensive knowledge of medical terminology, anatomy, physiology, aeromedical principles and flight physiology, diagnostic criteria, preventive medicine; routine laboratory and radiological procedures, and other medical procedures in order to properly evaluate and assess the medical background of members for qualification. 3. In-Depth knowledge of DoD and Air Force medical standards, policies, directives and requirements, related, but not limited to aeromedical and medical facility administration, medical disability system, and aeromedical consultations. 4. General knowledge in operating computers and using such applications such as word processing, spreadsheets, and other software. 5. Ability to work harmoniously with all levels of personnel within and outside the command. Strong communications skills both oral and written are required to effectively accomplish responsibilities. 6. Working knowledge of DoD correspondence requirements. Ability to perform medical literature search and analyze statistical database outcomes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
