The primary purpose of this position is to serve as the Administrative Officer(AO) supporting the Health Administration Service (HAS) at the VA St Louis Health Care System(VASTLHCS) - supporting in the overall administrative management of the service provided to the various service lines within VA St. Louis Health Care System.

Serves in a staff role to the Service Chiefs), providing the full range of non-clinical staff support functions for top management and the various AO/Business Mangers including in and outpatient care, ambulatory procedural care, and the operating room. Serves as an advisor and communication vehicle to senior management, Veterans Integrated Service Network (VISN) and national program offices on issues related to the HAS. Assumes the daily administrative responsibility for the Service Chief, assuring that his/her clinical and administrative philosophies are considered when planning, organizing, and executing administrative actions for the service.
Reviews new and revised national directives, memos, and handbooks related to the HAS and the various departments to ensure local compliance, attain maximum efficiency and effectiveness of operations, and develop and implement appropriate medical center policies and standard requirements, monitoring for periodic updates of policies and Standard Operating Procedures (SOPs). Prepares data, implements/conducts sight surveys, and prepares documents for submission to the VISN Strategic Capital Investment Planning (SCIP).
Analyzes, evaluates, and advises on the effectiveness of work methods and procedures, organizations, space and manpower utilization, management controls, information and documentation systems and similar functions of management. Responsible for assuring that service goals of various departments within the facility are met related to access and timeliness of services, performance metrics for mortality, length of stay, readmission, etc., and that the program demonstrates fiscal accountability. Constructs new and unique measurement tools to complete independent assessments of the value of the program that include accumulation and validation of data drawn from multiple sources, analysis of the costs, quality measures and customer satisfaction indices.
Serves as a senior staff resource to top management in activities related to the service. Analyzes the activities of the service within the larger VA/VISN environment as well as the rapidly changing health care environment of the local community and the nation. Networks with the AO/Business Mangers of various service lines to assist in determining trends, issues, and innovative solutions to the unique challenges managed care presents for the enrolled veteran population. Prepares and reviews reports involving trend analyses, makes recommendations to address discrepancy, and ensures follow up in these areas. Develops service specific quality improvement plan, and is responsible for the implementation, and compliance with quality improvement activities. Monitors medical center and section specific, requirements for compliance (e.g. The Joint Commission (TJC), Office of Inspector General, VACO, quality assurance, etc.)
Performs staff support work in short and long-range planning efforts and ensures compliance with directives and national guidelines in preparing annual and cyclic planning documents. Manages all new and established HAS Standard Operating Procedures (SOP) and Medical Center Polices (MCP). Responsible for the development, implementation, and monitoring of care initiatives for HAS.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 7:30am - 4:00pm CST

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; Planning, organizing, coordinating and making recommendations for projects; Develops templates for reporting purposes; Consults with Human Resources and Fiscal Management on budget and personnel actions; Knowledge of VA data systems, HR procedures, personnel management including timekeeping, as well as experience in program and organizational evaluation; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Examples of specialized experience would typically include, but are not limited to: Serves as the HR liaison and manages; submits multiple types of HR actions; assists supervisors/managers with complex personnel issues; Assuring that clinical and administrative philosophies are considered when planning, organizing, and executing administrative actions for the service; Evaluates and monitors administrative activities and makes recommendation for program improvements; Ensure compliance with applicable laws, regulations, directives, etc.; Prepare, update and maintain databases; highly complex labor mapping items; preparing reports, oversee contracts; knowledge of VA data systems; and identifies, analyzes, and makes recommendations for administrative operations.
