Duties

Evaluation of Department of the Army (DA) Regulatory Permit applications pursuant to Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act, to ensure the program is administered in a balanced and transparent manner. Evaluates complex, controversial, and environmentally sensitive applications and permits for activities or work in waters of the United States in accordance with Corps regulations, the 404(b)(1) Guidelines and the National Environmental Policy Act. Serves as Subject Matter Expert in support of all districts in the Division and serves as technical expert to advise at Division level. Assists in the management of the Regulatory program through development, administration, and implementation of programmatic initiatives and requirements. Serves as a regional technical expert to identify geospatial analysis requirements and implements advanced analytical techniques to solve complex Geographic Information System (GIS) issues. Provides expert guidance to the SAD Districts to: coordinate and implement Geographic Information System applications; to develop applications to enhance efficiencies; determine adequacy of existing data sources; and identify required analysis. Coordinates with Districts and Regulatory Project Manager to identify hardware, software and processing needs and develop plans for required upgrades. Serves as the regional technical expert and performs the retrieval and analysis of database information for complex questions, requests, and reporting, including workload trends and workload/workforce analysis. Identifies, tests, and implements new technologies and provides technical user support for implementation of hardware and software applications for SAD’s regulatory program.

Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Basic Requirement for Biologist (Regulatory) 0401 Series: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Basic Requirement for all Engineers (Environmental Engineer (Regulatory Compliance) 0819 Series: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Basic Requirement for Cartographer 1370 Series: A. Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR B. Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. Specialized Experience:
One year of specialized experience which includes: Experience performing work that involved planning, directing, monitoring, and executing the Regulatory Permit Program, pursuant to Section 10 of the Rivers and Harbors Act of 1899, and Section 404 of the Clean Water Act, including the review of applications for residential or commercial development, and/or transportation, and/or mitigation related proposals. Administer and enforce, or assist in managing, the program in compliance with governing public laws, regulations, interagency agreements, and policies of higher headquarters. Implements advanced analytical techniques to solve complex Geographic Information System (GIS) issues related to the Regulatory Program.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
