The position is located at the Western North Carolina VA Healthcare System, Charles George VAMC within the Veterans Integrated Service Network (VISN 6) in Asheville, NC. Supervises the Zone General Maintenance Section of the Facilities Management Service. The primary purpose of the position is to provide technical and administrative supervision to ensure that the Zone Maintenance Workers and Painters adequately maintain and complete building repairs in an efficient and complete manner.
Duties
Plans and schedules all job assignments for the Zone General Maintenance Section.
The position plans and schedules all repairs, renovations, routine maintenance and preventative maintenance for all buildings located within the Medical Center.
The position is responsible for maintaining a comprehensive work order assignment system that details emergent, routine, short term and long-term work assignments to be completed.
Reviews work requests to determine the necessary materials that are required for work order completion.
Manages an extensive materials inventory program for commonly used items. The complexity of the work operations requires that the position maintains accurate and detailed labor schedules due to various tours of duty and frequently changing workload priorities.
Responsible scheduling work assignments under the indirect supervision of the M&O Supervisor. Due to the composition of the Medical Center, the position is in frequent communication with many other sections and departments to coordinate the desired outcome of multiple and frequently changing assigned tasks.
Additionally, there are another CBOC sites of care and services off campus that the position must oversee for routine and emergent maintenance work for.
Responsible for performing Quality Assurance checks on completed work assignments to ascertain workmanship, adherence to safety procedures and to gauge productivity and efficiency levels.
Responsible for developing Standard Operating Procedures for the Zone Maintenance and Paint Section to ensure work practices are defined and that the sections are in compliance with local policies, VA Directives, various regulatory agencies etc.
Routinely gives guidance to employees both verbally and in writing to explain, clarify and instruct the necessary requirements of all work that is assigned to employees.
Responsible for administering the time and leave functions.
Also, the position develops employee performance standards, ensures training compliance for all assigned employees, and maintains effective oversight of employee/labor relations.
Uses various computer applications to maintain accurate information that is used in day-to-day operations of the assigned section for report generation, email correspondence, materials/parts requisitions, stock level status, etc.
Responsible for maintaining a master Material Safety Data Sheet catalogue of all materials used in the section.
Performs other directly related duties as assigned.

Physical Requirements/Working Conditions: This position requires walking, standing, bending, sitting, crawling and climbing. Incumbent must have good vision, with or without glasses. May lift or carry tools, equipment, ladders, scaffolding, parts and supplies up to 50 pounds. May occasionally lift and carry items over 50 pounds.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
