You will serve as a Senior Designer in the Capital Improvements of NAVAL FACILITIES ENG COMMAND HAWAII. This is an interdisciplinary position and will be filled as a Supervisory General Engineer (0801) or as a Supervisory Architect (0808).

Duties

You will manage design and construction projects to promptly identify and resolve issues while ensuring the structure, systems, functions and performance adhere to pre-established standards and requirements. You will review completed technical work documents to determine effectiveness of quality control methods or standards. You will maintain balanced workloads by shifting work assignments, preparing schedules, or adjusting work priorities. You will be required to obtain and maintain a current Professional Engineer's license or Architect registration.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must be a currently licensed/registered Professional Engineer (PE)/Architect (RA) if applying to the General Engineer (0801) and/or Architect (0808). Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Do you meet this requirement? ***NOTE: A copy of your current license/registration showing the expiration date MUST be submitted with your application in order to be considered for this position. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supervising/leading multi-disciplined engineers, architects, and designers engaged in providing engineering and design services; 2) Planning, designing, and sketching overall solutions for architectural and engineering features of various complex and unusually difficult projects for preliminary as well as final design purpose; 3) Conducting architectural and/or engineering studies and investigations which form the basis for funding future projects; 4) Providing subject matter expert-level guidance and counsel to engineers, architects and designers on architectural and engineering methods and systems necessary to develop and coordinate projects for design, repair, alteration, rehabilitation, installation, improvement or demolition of installation facilities; and 5) Reviewing plans and designs prepared by both in-house and AE consultants for accuracy, adequacy and economy of design, choice of materials, completeness, practicability and safety as well as to determine conformance technical guidance, criteria and good construction practice. ***NOTE: This experience must be fully and clearly supported in your resume to be considered. Education

Applicants for the Professional Engineering Series (0801) must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.


Applicants for the Professional Architect Series (0808) must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
