You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the PROPERTY MANAGEMENT DIVISION, CORPORATE OPERATIONS DEPARTMENT of NAVUNSEAWARCENDIV NEWPORT RI.

Duties

You will act as the Department’s Subject Matter Expert on material procurement and property management for Operating Materials and Supplies-Remainder and Navy Working Capital- Supply Management (NWCF-SM). You will act as the Pre-Expended Bin/Work in Progress (WIP) Manager and will assist Department personnel in establishing Pre-Expended Bins, track WIP material as it comes into its maturity and account for material throughout its lifecycle. You will create tools or formulate ideas to more effectively manage and account for material in the hands of the end user. You will train and educate the Department’s workforce on matters pertaining to material procurement and property management. You will implement, monitor, and resolve issues with applicable material procurement and property management related programs. You will conduct inspections to ensure compliance with departmental and higher-level instructions and policies and ensure Departmental compliance with Warehouse Management and Financial Improvement and Audit Readiness policies. You will provide authoritative advice on policies and procedures for material procurement, receipt/stowage, quality management and disposition.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the NT-04 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating inventory and warehouse management operations to develop reports, resolve inventory management issues, and provide advice on material procurements for an organization. For the NT-03 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-05 through GS-08 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting inventory and warehouse management operations to track data and resolve material discrepancies for an organization. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the NT-04 pay band level:
  • Successful completion of a Ph.D. or equivalent doctoral degree; OR
  • Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR
  • Successful completion of an LL.M. degree that is related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
For the NT-03 pay band level:
  • Successful completion of a master's or equivalent graduate degree; OR
  • Successful completion of two full years of progressively higher graduate level education leading to a master's degree; OR
  • Successful completion of an LL.B. or J.D. that is related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
