The primary purpose of this position is to serve as a construction representative with responsibility for monitoring and controlling the construction operations of large and complex projects involving specialized electrical systems, complex mechanical systems, and/or unique structural requirements for base facilities and associated utility distribution systems.

Duties
Plans acquisitions for standard, specialized, or privatized services and commodities where specifications are standardized within established competitive markets, and where price competition exist.
Maintains surveillance over civil engineer contracts. Ensures that contract Performance Work Statement, technical exhibits and drawings, comply with legal and regulatory requirements and meet customer needs.
Recognizes and determines valid workload changes and expanded requirements brought about by changes in mission, procedures or operations; and conducts special projects/initiatives.
Assists higher graded engineers and technicians in the performance of technical engineering on civil and military engineering design projects involving buildings, structures, or performs technical engineering duties for a portion of a large project.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug (CONTINUED)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Engineering Technical Series 0802.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of technical engineering methods, principles, requirements, work techniques, and practices relating to construction; and skill in applying standardized, analytical, and evaluative methods and techniques sufficient to advise on and/or resolve difficult but well-precedented, factual, procedural, and/or recurring issues; Knowledge of construction techniques sufficient to develop SOWs or PWS interpret and explain contract specifications and requirements, and assist contractors in meeting them; Knowledge of electrical, mechanical, plumbing, and structural aspects of major construction projects, their installation, operation, and functional requirements sufficient to determine coordination required to ensure all design considerations have been addressed.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Technical knowledge in contracting methods, contract types for contract actions, and service contract principles, methods, techniques, practices, rules, regulations, reporting, and documentation requirements in order to monitor and evaluate contractor performance and compliance with SOW or PWS standard trade practices.
Knowledge of safety requirements, methods, practices, techniques, materials, and equipment to determine compliance with DoD and AF directives, federal, state, and local codes and environmental regulations.
Ability to plan, organize, review, and develop scope of work and develop government cost estimates while coordinating with other civil engineer disciplines and base contracting.
Skill in interpreting schematics, technical manuals, manufacturer's manuals, and standard industry practices in order to recognize acceptable trade practices and determine quality of work produced.
Ability to effectively communicate, both orally and in writing and knowledge of report writing techniques to present information clearly.
Ability to interpret building plans and blueprints.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
