This position is located within the Engineering Management Service (EMS) located at the Fayetteville NC VA Coastal Healthcare System within VISN 6 Mid Atlantic Healthcare Network. The incumbent serves as the Assistant Hospital Housekeeping Officer to the Chief, EMS and assists in planning, managing, and conducting effective hospital housekeeping programs and ancillary functions for the facility.

Duties

The Assistant Hospital Housekeeping Officer serves as consultant and advisor to the Chief, Environment Management Service, on all matters regarding services rendered by, and the functions performed within the Service. This position will substantially share all technical and managerial responsibilities for planning, coordinating, controlling, and managing a comprehensive and effective hospital housekeeping program. These major duties and responsibilities include, but are not limited to the following: Works closely with Infection Control Nurses, Infectious Disease Nurse, and Physicians for the investigation and development of preventative control and methods for infection containment. Reviews and evaluates contractors' quality control program. Responsible for leave approval and performance ratings for appropriate subordinate personnel to include General Foreman and Housekeeping Supervisors. Assists in developing Performance Work Statements, Statement of Work, Quality Assurance Surveillance Program, and Independent Government Estimate. In coordination with the Chief develops and administers a formal, systematic internal review plan for reviewing and appraising the effectiveness of each phase of EMS activities. Serves as the backup medical center's Sanitation Officer and in this capacity provides technical advice to top management. Coordinates the collection of soiled linens from throughout the Medical Center, CBOCs, Dialysis Center and its proper and timely shipment to, and subsequent receipt of, clean linen from the central laundry in Richmond, VA, and issuance of clean linen, scrub and protective attire to all wards, Operating Room, and special procedure suites. Provides full support to the Chief through active participation in interior design projects and guidance to the Interior Designer. Responsible for the medical center's Waste Management Program and the required compliance reporting. Monitors and evaluates the effectiveness of the Integrated Pest Management Program. Handles conflict and problems in dealing with the customer constructively and appropriately and strive to meet the expectations of customers while supporting VA missions. Travels to offsite clinics and other visits to end users. Complies with all acquisition regulations to approve Purchase Card requests and ensures that cardholders adhere to procurement requirements. In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is not a bargaining unit position. This position is covered by locality-based comparability pay. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): Basic Requirement for an Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met to qualify for entry into this occupational series for positions above the GS-05 grade level, and it is something that cannot be waived. In addition to the education and/or specialized experience below, applicants must meet the IOR for this position. Undergraduate Education: I have undergraduate education in a major field of study in chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. (TRANSCRIPTS REQUIRED); OR Graduate Education: I have graduate education in a major field of study in public health or business administration with emphasis in hospital administration. (TRANSCRIPTS REQUIRED); OR Specialized Experience: I have specialized experience that has demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment; experience in laundry and linen management; experience in interior design management; experience that has demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition; and experience that has demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. In addition to the the basic requirement for the Individual Occupational Requirement (IOR) above, applicants may qualify based on specialized experience as described below: Specialized Experience: I have at least one (1) full year of specialized experience equivalent to the GS-11 grade level in the Federal Service that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of this position. Examples of specialized experience include, but are not limited to: experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment; experience in laundry and linen management; experience in interior design management; experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition; and experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. Physical Requirements: Due to this large area covered the employee will do a lot of moving across the areas supervised. The work will require some physical exertion such as long periods of standing, or recurring and considerable crouching, bending, standing, stooping, stretching, or walking such as in performing cleaning activities if needed and possible inspections of employees/ contractors' work. Work could also include frequent lifting of moderately heavy items weighing less than 23 kilograms (i.e., under 50 pounds) such as boxes and equipment. Work Environment: Work Environment: Incumbent's work is primarily conducted in air-conditioned office or building space, but due to the physical layout of the facility, incumbent is be required to travel out of doors while moving from building to building to direct the work of the programs assigned to the position. Incumbent's work requires the handling and use a variety of industrial strength cleaning chemicals, which creates a potential for exposure to hazardous chemicals, fumes, and vapors. Incumbent handles medical center waste, contaminated linen, waste receptacles, sharps containers, etc., all of which have a potential for exposure to infectious or pathological waste (as defined by CDC). Incumbent may also be exposed to carcinogenic substances because of this same reason. Incumbent operates a variety of industrial type equipment, including gasoline or diesel-powered motor vehicles with weight ratings up to 2 ½ tons, aerial high lifts, pallet jacks and fork lifts, air compressors, steam generating cleaning equipment, ultra-high speed buffers, large industrial scrubbers, etc. Incumbent is exposed to a variety of loud noises generated by industrial grade equipment, i.e., industrial vacuum cleaners, floor burnishing or scrubbing equipment, carpet extraction systems, miscellaneous types of hydraulic, steam, mechanical and electrical equipment, gasoline and diesel-powered motors, etc. For more information on these qualification standards, please visit the United States Office of Personnel Management's website at https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/.
