About the Position: Serves as Financial Management Analyst, with responsibility to direct and provide advice and assistance to the commander and staff for a myriad of resource management activities. Provides coordinated financial management, budget services, manpower/management analysis, and program management integrated with and designed to promote efficiency and economy in execution of the ARNORTH mission, for the G-8 related to the Homeland Security (HLS) and Homeland Defense (HLD) missions.
Duties
Serves as the ARNORTH Internal Control Administer (ICA) responsible for advising on the implementation and status of the organization’s Managers Internal Control Program (MICP).
Leads cross functional team from across the ARNORTH staff to develop and maintain the Resource Management Internal Control Program (RMICP) 5 year plan.
Establishes timelines and instructions for completion of risk assessments and testing of controls.
Performs duties as the primary action officer for audit readiness / sustainability.
Assists in coordination with external elements in assessing audit objectives, sites, milestones and other information in audits.
Provides direction and coordination of resource management programs and activities.
Serves as a member of the Army North Reimbursement Cell (ARC).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA),
- May be required to stand up with the ARNORTH Reimbursement Cell or Financial Management Augmentation Cell within the NORTHCOM AOR on short notice (in under 24 hours).
- Overtime and shift work may be required on short notice to include nights, holidays, and weekends.
- Must be able to obtain and maintain a SECRET security clearance. Failure to satisfactory complete any aspect of this process is grounds for termination.
- Position requires travel up to 25% of the time.
- A probationary period maybe required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
