This position is located in the Natural Resource Conservation Service (NRCS), United States Department of Agriculture (USDA) in Tolland, CT. The incumbent performs a variety of complex duties and assignments in support of the formulation, allocation, utilization, analysis, and reporting of financial resources necessary to accomplish the mission responsibilities.

Duties

Work with national headquarters, state leadership, and mission staff to coordinate all aspects of state resource planning and assessment, including formulation of the state budget. Coordinate and facilitate budget planning meetings. Develop financial projects, cost out staffing plans, and projecting additional budget needs and potential budget surpluses. Analyze financial information to confirm proper execution of funds in accordance with applicable rules and regulations. Coordinate state internal controls processes and financial audit activities. Prepare a variety of recurring and non-recurring reports pertaining to financial management of programs and functions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-11 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Reviewing and analyzing a budget allocation package received from a higher level; Interpreting financial management laws, rules, and regulations when completing work; and Performing financial analysis, reporting, and information management functions. (Your resume must CLEARLY demonstrate this experience) OR Education: Possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (You MUST submit supporting academic transcripts.) OR Combination: Combination of the above-described education and specialized experience such that they total 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. (Only graduate level education in excess of two years (36 semester hours) may be combined with specialized experience. You MUST submit supporting academic transcripts.) GS-12 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties: Participating in reviews and/or audits to evaluate the effectiveness and compliance of financial management practices within an organization; Performing analyses of budget plans and expenditures to identify or resolve questions or changes to budget plans; Monitoring financial systems to ensure funds are properly allocated and obligated; and Performing financial analyses, including cost-benefit and return on investment analyses, when preparing financial projects and scenarios.
