This Engineering Technician (Architecture/Drafting) position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Richmond VA Medical Center (VAMC), Engineering Service (ENG), Design and Construction Team Projects Section. Please see duties below.

Duties

Duties include, but are not limited to: -Coordinating, technical overview, and inspection of construction projects and programs, as well as other technical assignments involving application of engineering principles using judgment and accepted engineering design and construction practices. -Performing work of a broad scope and complexity in practices related to scientific and engineering fields and has demonstrated the ability to interpret, select, adapt, and apply many guidelines, precedents and engineering principles and practices. -Construction quality assurance and contract administration activities to assigned construction projects. -Assists in long range planning, design, and cost estimating of recurring and non-recurring construction and maintenance, and preparation of facility five-year comprehensive plan and five-year energy management plan. -Reviews shop drawings and submittal from contractors during construction of new structures or renovation of existing structures for compliance with contract drawings and specifications. -Accomplishing various technical and construction management functions relating to construction and facility management, energy management, and operation of building utility systems. -Investigates the need for construction contract changes, completing field measurements and computations, recommending elements of change in designs. -Prepares detailed cost estimates for competitively bid construction projects and maintenance and repair work. -Analyzes whether physical obstructions or other construction difficulties have been anticipated. -Screens projects to eliminate design problems related to space access limitations, fire, and safety requirements. -Architectural design, mechanical and electrical design, fire sprinkler design, lighting design, plumbing, heating, air conditioning, ventilation design and asbestos abatement design. -Incumbent will be the Contracting Officer's Technical Representative (COTR) for construction projects. -Maintains record drawings of all station structures and grounds utilizing AutoCAD programs: Makes necessary changes to keep drawings current as remodeling occurs. -Performs assessments in areas of maintenance and repair or remodeling to help determine the presence of asbestos. -Coordinates all assigned design projects from conception to completion: Works with service chiefs to prepare project applications, conceptual plans, scope of work and construction documents, etc. Work Schedule: Monday through Friday, 8am to 4:30pm Telework: Not Available Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/17/2024. -Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: comprehensive, practical knowledge of, and skill in applying, technical engineering design and geometric principles related to complex design and construction sufficient to monitor the work for compliance with contract requirements; review designs for conformance with current industry practices; ensure designs fit field conditions and comply with performance based contract requirements; and use a variety of contracting processes to provide oversight for construction, architecture, and engineering contracts. -Time-In-Grade Requirement: Applicants must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Physical Requirements: The work requires long periods of sitting in one position, climbing up ladders and crawling under buildings, and sometimes being exposed to the elements.
