You will serve as a CYBERSECURITY SYSTEMS ENGINEER in the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The ND-4 pay band encompasses positions equivalent to GS-14 through GS-15. This position has a control point equivalent to the GS-14, Step-10 level.

Duties

You will serve as the principal expert with the facility related control system (FRCS) business portfolio. You will independently plan, design, and ensure projects are carried out and serve as a technical authority. You will provide oversight on researching the latest Information Technology/Operational Technology products to address operational needs (functional and cyber). You will identify related FRCS cyber strategy, policy, and guidance applicable to ashore control systems. You will make frequent contacts with stakeholders and customers to coordinate areas of technical expertise and to stay abreast of work being done in those organizations that could benefit Navy and Marine Corps in the areas of assigned mission.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 to GS-14 or ND-3 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing cybersecurity concepts and implementation as they relate to Facility Related Control Systems; 2) Establishing cyber processes and procedures for Facility Related Control Systems; 3) Communicating with higher echelon organization in negotiating cyber requirements to be included in various Facility Related Control Systems; 4) Submitting budget and identifying tasks to include in the work breakdown structure; and 5) Performing systems engineering duties with emphasis in model-based systems engineering. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
