Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE IR-01: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level pay band or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight; Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others; Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled; Experience applying budget and fiscal methods used in establishing and maintaining an organization. Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled. POSITIVE EDUCATIONAL REQUIREMENTS: (ALL GRADES) A Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR A combination of education and experience that includes courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. COMBINATION OF EDUCATION AND EXPERIENCE: Courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. In addition to meeting the Positive Educational requirement above, to qualify for this position you must also meet the Basic Requirements listed below: SENIOR MANAGER BASIC REQUIREMENTS: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Professional knowledge of statistical techniques and methodologies to perform complex statistical studies. Knowledge of the tax and economic meaning of the data secured from tax returns to ensure the correct approach is taken in the statistical processing of the information. Knowledge of the taxation provisions of the Internal Revenue Code that affect program content, program development, and program results. Also needed is knowledge of taxpayer confidentiality provisions of the Internal Revenue Code that affect the release of identifiable and anonymous statistical products to SOI customers. Knowledge of methods of planning to ensure efficient resource allocations to accomplish the Branch mission. Knowledge of visual, written, and verbal communication techniques necessary to present technical information to non-technical individuals in order to effectively provide IRS executives with sound and timely analysis for business decisions. Knowledge of a wide range of analytical and evaluative methods and ability to effectively analyze varied data and apply it to the implementation of widely divergent programs. Knowledge of management techniques, methods, theories, principles, and labor relations concepts to ensure optimum utilization of personnel, equipment, and space to accomplish program objectives through combined technical and administrative oversight. Knowledge of the content of all programs in process, programs completed, and reports published in order to ensure consistency with Department of Treasury and IRS policies and to fulfill the legal mandate to make statistics available with respect to the operation of the internal revenue laws. Knowledge of the Division's mission, functions, objectives, operations, programs, multi-year operating budgets, organizational structure, policies, practices, and procedures to achieve efficiency and effectiveness in the successful completion of projects under the incumbent's span of control. Knowledge of the interrelationship of the tax policy and tax administration responsibilities shared between the IRS, SOI, the Office of Tax Analysis in the Department of Treasury, and the Congressional Joint Committee on Taxation which is necessary to gain full cooperation and smooth working relationships between these organizations. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
