About the Position: Incumbent assists managers and safety program officials in planning, organizing, monitoring, coordinating, and evaluating the technical aspects of a diversified explosives safety program.

Duties

Assists subordinate unit Safety Managers in developing explosive safety policies governing occupational safety criteria, guidelines, standards, etc. Evaluates the seriousness of problems encountered, determines the necessity for explosive waivers and/or exemptions. Monitors the effectiveness of explosive policies and procedures in the ARNORTH area of responsibility (AOR) that present potential safety and health hazards to employees, civilians, contractor personnel, and the public. Assists in the development, implementation, execution, and evaluation of subordinate programs. Investigates ammunition and explosive accidents and incidents, and weapon-related accidents and incidents. Performs inspections and surveys to determine compliance with safety requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent will maintain proficiency and situational awareness in the areas of Homeland Defense and Civil Support and may be required to continue or complete formal and informal training and knowledge of publications and systems.
  • Position requires an appropriate security clearance. Incumbent must be able to obtain and maintain clearance for the duration of employment.
  • This is a Drug Testing Designated Position based on the duties performed .
  • Incumbent is required to work nights, weekends, holidays and/or irregular duty hours commensurate with mission requirements.
  • Position requires incumbent to obtain and maintain an Official US Passport.
  • Incumbent must be able to wear other personal protective equipment (PPE) or clothing such as boots, goggles, gloves, chemical mask and other safety equipment as required.
  • Pre-employment and annual physicals are required.
  • Participation in the DOD/DA Immunization program to include live vaccinations as required by DOD/DA policy.
  • Position requires travel up to 25% of the time
  • Incumbent will be required to deploy within the NORTHCOM AOR on short notice (in under 24 hours).
  • Incumbent must comply with DoD Foreign Clearance Guide, US Northern Command, US Army North, and JTF’s requirements for entry into and operations in country while on TDY and /or deployed.
  • Incumbent must obtain and maintain Explosives Safety (ES) Level 1 and 2 certification IAW CP-12 within 18 months of employment.
  • This position is designated as Mission Essential.
  • This position is covered by the 1996 LAUTENBERG AMENDMENT TO THE GUN CONTROL ACT OF 1968.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Explosives OperationsExplosives Safety Management ProgramMishap Investigation and Analysis TechniquesMunitions Risk Analysis and Mitigation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
