This position is located in the Dept. of Health & Human Services, CMS, CCIIO, Business Operations Group, Div. of Human Capital and Workforce Planning.
As a Program Training Specialist, GS-0301-12, you will advise on matters involving training, educational, and professional staff development programs while advising on planning, development, presentation, and evaluation of training/education programs.
Duties
Analyzes, designs, evaluates and provides a variety of organization development services to meet client needs which includes conducting team building, coaching, focus groups, facilitation and change management.
Develops and implements programs or services to address the workforce learning needs. Delivers programs and services that align individual employee career planning with current and future CMS workforce skills requirements.
Coordinates assigned program activities and establishes and maintains relationships with key individuals and groups within and outside of the organization, including regional offices, State and local officials, to clarify policy and resolve problems.
Develops Program training materials in a variety of formats and in collaboration with CCIIO staff, including subject-matter experts and other stakeholders and presents training information to internal staff and external partners.
Plans, devises, and reviews educational activities conducted, or to be conducted, by CCIIO agents, partners, and other CMS office and assists in the development and implementation of strategies, instructions, educational tools, and instruments.

In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Assessing learning and development needs at the Agency, division, or individual employee levels; and 2) Facilitating training events, either on-the-job or formal classroom training, for co-workers or subordinates; and 3) Initiating, tracking or maintaining comprehensive training records; and 4) Preparing training related materials for briefings and meetings.
Substitution of Education for Experience: There is no substitution of education to meet the specialized experience requirement at the GS-12 grade level.
Combination of Experience and Education: There is no combination of experience and education to meet the specialized experience requirement at the GS-12 grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
