About the Position: This position is located at US Army Combined Arms Center, The Army University, Army Distributed Learning Program Fort Eustis, VA. This position may be filled at either the GS-11 or GS-12 grade level. The full performance grade for this position is GS-12. See Additional Information.

Duties

As an Instructional System Specialist, you will perform the following duties which is not an all-inclusive list: Monitors contractor and government performance to ensure compliance with the terms of the contract and ensure processes comply with Federal acquisition regulations for contracts. Determine characteristics for the instructional environment based on performance requirements and program constraints. Determine instructional methods, content, media, and delivery based on the information and data obtained in the analysis phase. Ensure that policies, procedures, and regulations are adhered to during course development. Provide technical advice to support use of existing and emerging instructional technologies and methods. Develop, test, review and revise instructional materials and content for lessons and courses to meet specific learning objectives. Write technical proposals, evaluation factors, statement of work, and delivery orders to support contracted training products. Advise task proponents and contractors in preparing or modifying Distributed Learning training materials and products. Review task analysis reports to improve training development.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires that the employee occasionally travel away from the normal duty station up to 10% of the time.
  • Must be able to obtain a Contracting Officer's Representative (COR) certification within 6 months from appointment date.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for an Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. NOTE: You must attach a copy of your transcripts. If transcripts are not submitted with your application, you will be marked ineligible for this position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for GS-11: One year of specialized experience which includes evaluating adult education or training programs and developing surveys or assisting with evaluating curriculum designs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Instructional Design, Instructional Education, Learning Theory, Adult Education, Educational Psychology, or other field related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for GS-12: One year of specialized experience which includes: preparing/developing and/or modifying training materials and products; participating in or leading in the development of distributed/digital learning products; and researching/preparing documents for contracts and contract modifications on training materials and products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Education for GS-12 Some federal jobs allow you to substitute your education for the required experience in order to qualify for this job, you must meet the qualification requirement using experience alone--NO substitution of education for experience is permitted.
