This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB-MRTFB to recruit for positions in the competitive service. About the Position: Serve as a financial analyst who provides civilian payroll processing support and account closeout of prior year documents for Naval Hospital Jacksonville, FL. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for candidates who are new to Federal service. Advance leave accrual may be authorized.

Duties

Analyze and reconcile a variety of accounts and financial transactions within multiple systems. Provide accounting analysis and transactional support to various department in the division. Perform analyses of relevant financial data and transactions, using the United Stated Standard General Ledger (USSGL) and associated General Ledger Accounting Classifications (GLACs). Run daily and non-daily accounting reports in GFEBS, analyze, research, correct and maintain documentation for audit. Monitor and correct workflow errors and intermediate document (IDOC) errors in GFEBS on a daily basis and ensure that adjustments are properly documented and processed in a timely fashion.   • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment.
  • This position may be subject to influenza immunization testing.
  • This position requires the incumbent to have tuberculosis testing.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: assisting with financial administrative processes; knowledge using database to track financial management transactions; compiling financial data reports and analysis; and/or reconciling budget information related to financial programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Finance, Accounting, or Budget. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
