Duties

You will serve as a Network Engineer in the Intelligence and Cyber Technology Division, Cyber Engineering Branch (Code DN44) of the Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity (NSWCDD DNA). You will provide technical expertise for desktop, server, and application issues. You will provide oversight of infrastructure including installing, configuring, testing and maintaining operating systems, application software and system management tools. You will utilize advanced technical knowledge in virtual machine creation and maintenance using VMWare ESXi and Virtual Center. You will administer domain administration to include Active Directory Services (ADS), Group Policy, Logon Scripts, DHCP, DNS, WSUS, Printer Management, and administering/maintaining Microsoft Exchange. You will build, test, and deploy patch sets. You will document operational procedures and troubleshooting procedures related to network and systems software installs, and provide recommendations and feedback as required. You will provide technical leadership for Network Engineering related duties to include implementing and maintaining network infrastructure. You will administer ASA Firewalls, Cisco Firepower IPS/IDS, and Catalyst switch (core and edge) administration. You will administer network centric applications such as Cisco Identity Services Engine (ISE), Cisco Web Security Appliances (WSA), and Email Security Appliances (ESA). You will be responsible for ACL additions and modifications for traffic flow to and from Enclaves, as well as on/off hull communications. You will manage VoIP systems and call managers and VoIP endpoint administration. You will coordinate with the perspective squadron staff to analyze alternative courses of action in regard to cybersecurity remediation and integration efforts. You will perform expert technical analysis to identify and evaluate system and platform business system computer software needs and provide recommendations and feedback as required. You will build the ACAS (Assured Compliance Assessment Solution) tool baselines for installation on pre-delivered/in-service hulls.

  • This is a Cyberspace Workforce position, work role code 441 (Network Operations Specialist), proficiency level Intermediate. You will be required to obtain and maintain qualifications in DoD and Department of Navy Cyber Workforce policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a Computer Engineer (0854-series), an Operations Research Analyst (1515-series), a Computer Scientist (1550-series), or a Data Scientist (1560-series), depending on the qualifications of the candidate. Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-3 pay band (GS-9 through GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist applying systems engineering principles to develop, test, and/or certify computer software. Examples of qualifying experience may include (1) conducting vulnerability scans and recognizing vulnerabilities in security systems; (2) applying information assurance (IA) principles and organizational requirements to protect confidentiality, integrity, availability, authenticity, and non-repudiation of information and data; (3) conducting technical security tests and evaluations of customer classified and unclassified networks and/or systems to determine compliance with appropriate information assurance (IA) controls; (4) preparing detailed security certification and accreditation documentation in accordance with RMF/DIACAP methodologies; making recommendations regarding approval, continuance of approval, or disapproval for continued operation of those networks and/or systems; interpreting and applying security requirements; and advising supported agencies on IA requirements and processes; (5) applying sound systems engineering principles in the development, testing and certification of software and software specific projects; (6) extensive knowledge and experience with software assurance engineering principles are applied to all projects involving software and code development. Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
  • Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
  • Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.   • 1515-Operations Research Series: A degree in operations research; or a related degree that included at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses. At least 3 of these 24 semester hours must have been in calculus; OR
  • 1550-Computer Science Series: A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus; OR
  • 1560-Data Science Series: A degree in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
