This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Develop and automate large scale, high-performance data processing systems and tools to improve the ability to deliver superior enabled analytics capabilities for the Resources Division, Program, Resources and Analysis Directorate, Office of the Chief Information Officer.

Duties

Plan and conduct statistical data analytics projects and/or studies to evaluate, design, and tabulate statistical sampling plans and analytical procedures and processes. Use professional and scientific knowledge to conduct data analytics on operational and strategic level assessments, identification of shortfalls and gaps, troubleshoots data issues and ways to mitigate risk. Apply advanced operations research and data science techniques for quantitative analysis, statistical analysis, forecasting, predictive modeling, prescriptive analysis, and optimization; and validates analysis and outcomes. Prepare and present briefings and make presentations regarding the progress and/or results of projects/studies. Stay informed of industry technology, trends, and best practices to advise senior executives/leadership on new and improved data analyses strategies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret Information security clearance.
  • One year trial/probationary period may be required.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
  • You may be expected to travel up to 10% for this position.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-7 Specialized Experience: One year of specialized experience which includes 1) utilizing basic operations research and data science techniques for quantitative analysis; 2) assisting with basic analysis on data elements and systems, data flow, dependencies, and/or relationships in order to contribute to quantitative analysis; and 3) under supervision, following plans and conducting basic statistical data analytics projects and tabulation of analysis. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05) or industry equivalent. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. (Note: You must attach a copy of your transcripts.) OR Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) GS-9 Specialized Experience: One year of specialized experience which includes 1) applying operations research and data science techniques for quantitative analysis; 2) assisting with analysis on data elements and systems, data flow, dependencies, and relationships in order to contribute to quantitative analysis; and 3) under supervision, following plans and conducting statistical data analytics projects and/or assisting with the evaluation, design and tabulation of analysis. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07) or industry equivalent. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) GS-11 Specialized Experience: One year of specialized experience which includes 1) applying operations research and data science techniques for quantitative analysis and/or to validate analysis and outcomes; 2) assisting with analysis on complex data elements and systems, data flow, dependencies, and relationships in order to contribute to conceptual physical and logical data models; and 3) following plans and conducting statistical data analytics projects and/or studies to evaluate, design, and tabulate statistical sampling plans or analytical procedures and processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09) or industry equivalent. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) or industry equivalent. GS-13 Specialized Experience: One year of specialized experience which includes 1) developing advanced operations research and data science techniques for quantitative analysis, and/or to validate analysis and outcomes; 2) leading analysis on complex data elements and systems, data flow, dependencies, and/or relationships in order to contribute to conceptual physical and logical data models; and 3) managing the planning and conducting of statistical data analytics projects or studies to evaluate, design, and/or tabulate statistical sampling plans and analytical procedures and processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12) or industry equivalent.
