This position is part of the Defense Threat Reduction Agency. The incumbent serves as a Passport Acceptance Agent under the authority empowered by the Secretary of State to accept and execute passport applications for adjudication, as stated in section 51.21, Title 22, Code of Federal Regulations.

Duties

As a PASSPORT AND VISA SPECIALIST at the GS-0967-11 some of your typical work assignments may include: Serves as a Passport Acceptance Agent under the authority empowered by the Secretary of State to accept and execute passport applications for adjudication, as stated in section 51.21, Title 22, Code of Federal Regulations. Acceptance agent receives, examines, and reviews passport applications for adjudication forwarded by passport application Acceptance Agents and passport facilitators or presented in person by the applicant or the applicant's representative. Ensures that the applicant presents proper identification and a photo that identifies the applicant; administers the oath to the applicant; and witness the signature of the applicant on DS-11's. Reviews applications for compliance, completeness, affirmation of truthfulness, presence of required entries, signature and photographs. Reviews visa applications received by customer walk-in or by mail from customers worldwide supporting DTRA's missions. Constructs, catalogs, maintains, an automated transaction file for each passport and/or visa application by use of an automated database. Checks incoming passports from DOS, military installations, or directly from individuals for completeness and accuracy. Acts as liaison between the Services, personnel centers, installations, DOS and foreign embassies in the processing of passport and visa applications.

  • Local travel required. Incumbent must have and be able to maintain a valid driver’s license. Position will require incumbent to drive in and around the Washington, DC area to the various embassies and consulates.
  • Must be able to obtain and maintain a SECRET security clearance.
  • Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.
  • Position requires that the incumbent be appointed as a Federal Passport Acceptance Agent.
  • Once appointed, the incumbent must acquire and maintain DOS certification as a Federal Passport Acceptance Agent.
  • DoD passport agents must be recertified every 24 months in accordance with the 2012 DoD/DOS MOU. Failing to remain compliant with the training requirement will result in suspension or possible termination of DoD passport agent privileges.

Qualifications

You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Providing guidance of legal and regulatory provisions governing U.S. Citizenship, Nationality, and/or Visas. Applying the principles, systems, and operations related to the issuance of passports or other citizenship registration, certificates, or visas OR B. Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0967 series. Education Undergraduate Education: Major study -- any field. Graduate Education: Major study -- law or other fields related to the position to be filled. OR Experience Specialized Experience (for positions above GS-5): Experience that demonstrated knowledge of the nationality laws of the United States. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the nationality laws of the United States.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
