The Managing Director of PDP directs, manages, and oversees the PDP Office's activities, policies, and services that guide the professional development of GAO's entry-level employees and interns.

Duties

Directs the PDP Office which is responsible for the development, implementation, and execution of GAO's entry-level and intern programs. Guides and oversees GAO teams and offices to ensure they implement and execute PDP-policies and procedures related to staff assignments, expectations, mentoring, formal training, detail opportunities, and performance evaluations. Develops strategic plans, policies, procedures, and learning options to meet the agency's needs and program objectives. Advises the Executive Committee, managing directors, and unit heads on strategies to enhance the agency's ability to recruit, develop, and retain diverse and high-performing entry-level employees and interns. Collaborates and negotiates with other managing directors and unit heads to acquire resources needed to garner support for PDP activities. Serves as the agency's expert and primary advisor on professional development for entry-level employees and interns. Participates in deliberations and decisions that have agency-wide implications. Serves as the agency's hiring official for PDP "among" interns and entry-level hires ensuring all screening and interviewing is conducted timely and in accordance with merit principles. Determines if appropriate developmental opportunities are provided to PDP "among" employees and assesses if the employees demonstrate the skillset needed to conduct the mission work prior to the end of the probationary period. Oversees performance management for all PDP "among" interns and recommends termination, when appropriate. Monitors both performance and conduct and ensures recommendations are in alignment with agency policy and procedures. Uses delegated managerial authority to direct the work of the unit; is held accountable for the success of the unit's line or staff functions; monitors and evaluates the progress of the organization toward meeting goals; makes adjustments in objectives, work plans, schedules, and commitment of resources; evaluates and provides input on the performance of employees; makes decisions on people-related matters such as selections, promotions, awards, and training; supports GAO's equal employment opportunity (EEO) goals, core values, and People Values by positive example and appropriate action.

Qualifications

You must meet the qualification requirements by 11:59 pm Eastern Time on the closing date of the announcement. If you are a federal employee, the level of experience we are looking for is typically gained in GS-14, GS-15, Senior Executive Service, Senior Level, or equivalent-level positions. Technical qualifications The technical qualifications describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position. The technical qualifications for this position are: Experience with oversight and/or development of policies, procedures, and internal controls related to agency operations. Experience using project management principles to control plans and schedules; develop governance structures; and direct others for successful completion of projects on time and on budget. Experience effectively working across organizational units, both mission and mission support. Executive core qualifications (ECQs) The ECQs assess executive experience and potential. They measure whether you have the broad executive skills needed to succeed in a variety of Senior Executive Service positions. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
