The incumbent is a Supervisory Social Worker assigned to the Mental Health Service with full authority and responsibility for providing administrative support tot he Chief of Mental Health Services and assists with the overall planning, organizing, directing and evaluating of Mental Health programs.

Duties

Duties include but not limited to: - Provides both administrative and technical supervision for subordinate staff. - Sets priorities and make assignments according to employee ability and competence. - Evaluates subordinate's performance and offers instruction, advice or counseling on mental health, social work, and administrative matters. - Resolves employee complaints and refers unresolved complaints or grievances using the proper procedure per facility policy. - Manages minor disciplinary measures such as warnings and reprimands or recommends action in more serious cases. - Maintains continuous oversight of the professional development needs of assigned staff, assigning appropriate trainings to ensure staff competency. - Sets performance standards and reviews work to determine acceptable levels of quality and quantity. - The scope of mental health social work services includes comprehensive mental health assessment/diagnostic evaluation, individual, group and family therapies including the evidence-based psychotherapies; consultation, crisis intervention, referral services, appropriate transfers to inpatient psych services as this facility does not currently have an inpatient psych. treatment unit, aftercare follow up, student training, program coordination, staff development and clinical oversight. - Coordinates, develops, and provides a variety of staff development programs, education, and training resources to a wide spectrum of staff at the Medical Center. The incumbent supports and contributes to all Mental Health programs within the service and integrates mental health goals and programs with total Medical Center goals and programs. This involves reviewing existing programs for adequacy and initiating changes for improvement or realigning priorities within existing resources. - The incumbent assists the Chief of Mental Health in managing the work of program coordinators and other supervisors with respect to problems that require joint action. The incumbent participates with the Chief in staff meetings and supervisor's meetings to manage he overall direction of the service in keeping with goals and priorities prescribed by the medical Center. - Prepares reports as assigned by the Chief of Mental Health, Medical Center Director, VISN or Central Office. - Serves the Medical Center at large in a variety of capacities, such as committee assignments, Investigations, personnel matters, and special projects. The incumbent coordinates all inspection scheduling, reporting and follow-up. - Participates in staff meetings, staff recruiting, screening of applicants and will assist the Chief in staff assignments. - Develops, implements, and ensures that the Mental Health Social Work staff's level of professional practice meets or exceeds established policies and standards. The range of patient treatment needs is varied, complex and extensive and the institutional and community impact of these services reflect the quality of care, effectiveness, and reputation of the Medical Center and the Department of Veterans Affairs. - This position supervises a large section of mental health social workers and/or other professional/administrative staff at the Hershel "Woody" Williams VAMC, including staff who are located at two major CBOCs. That includes several program coordinators at the GS 12 level as well as several program areas. - The incumbent assists as a program planner and coordinates varied VA staff as well as local and state agencies that the Medical Center interacts with. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. BASIC REQUIRMENTS: Language Requirement: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience/Education: The candidate must have at least one year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. GRADE DETERMINATIONS: Applicants applying at the GS-13 grade level must have one year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Examples of specialized experience include: Program coordination to include, consultation, negotiation, and monitoring. Write policies, procedures and/or practice guidelines for the practice. Lead/supervise multidisciplinary staff. Set priorities and evaluation of program areas. Train and guide within the clinical practice. And, Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, candidates must demonstrate all of the following KSAs: (a) Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management. (b) Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice. (c) Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes. (d) Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills. (e) Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area. This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program.
