The primary purpose of this position is to serve as the installation Prevention and Response Director and first level supervisor, (second level supervisor listed above) providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Integrated Resilience Office at an Air Force/Space Force installation.

Duties

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans, organizes, and directs the activities of the Integrated Resilience Office, ensuring that installation prevention and response efforts comply with legal and regulatory requirements and meets customer needs. Represents integrated prevention with a variety of installation and functional area organizations. Manage all aspects of the installation's comprehensive integrated prevention and response program. Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations, and participation in formal training programs. Serves as focal point for resource allocation and control; maintains effective liaison with DAF program monitors and installation or organization Resource Manager to ensure accurate and efficient budget execution.

  • Disclosure of Political Appointments
  • A Master’s degree or higher in a public health, behavioral, social science, or related discipline appropriate to this position and advanced specialized prevention education and experience preferred.
  • Knowledge and experience assessing population level need, prioritizing risk and protective factors, selecting, implementing, and evaluating evidence based primary prevention strategies across the social ecological model, is highly desired.
  • Skilled and effective communicator of complex prevention science concepts to a variety of stakeholders (including but not limited to; senior leadership, helping agencies, etc.) to increase a shared understanding,
  • buy-in, alignment of goals, and integration of prevention activities across the installation in accordance with Federal laws and regulations.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
  • The work requires the incumbent to obtain and maintain the appropriate security clearance.
  • Position requires flexibility and adaptability to implement DAF’s frequent program and policy modifications, which are often made quickly in response to evolving environments, mission sets and risk/protective factors.
  • Incumbent must meet screening/suitability criteria listed in DoD and DAF guidance.

  • This is a Supervisory Position. A one year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Must obtain, maintain, and renew credentialing as required by a credentialing board identified by the DoD and specified in policy.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 0101 Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH-02 (GS-11), or equivalent in other pay systems. Examples of specialized experience includes ???????comprehensive and professional knowledge of laws, regulations, and policies as well as behavioral, social science and/or public health practices principles and theories relating to the prevention of violence and promotion of helping- seeking and resilience. Thorough knowledge of a wide range of delivery systems relating to violence prevention and the multiple uses of such systems. In-depth knowledge of DAF culture, military family dynamics, related professional fields, and a thorough knowledge of the DAF community and the unique challenges that DAF families face, or equivalent knowledge. Knowledge of quantitative and qualitative techniques and methods used to develop, adapt, modify, and apply models known to effectively reduce the prevalence of violence and injury prevention. Ability to formulate and conduct assessments and evaluations to implement and monitor primary prevention plans and build evidence of the effectiveness of alternative and innovative solutions to inform prevention efforts. Skill and ability to leverage relevant and innovative prevention data collection techniques, develop new data collection tools, and provide professional advisory services regarding the collection and interpretation of data. Ability to identify individual and community risk and protective factors to determine needed primary prevention activities to meet the needs of the base populace. Ability to work well with others in a team approach and communicate effectively, both orally and in writing. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NH-02 (GS-11) level is required to meet the time-in-grade requirements for the NH-03 (GS-12) level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
