The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Judge Advocate Information Technology Enterprise Systems Division in the Directorate of Legal Information Services (JAS), Air Force Legal Operations Agency (AFLOA).
Duties
Plans, organizes, and directs the activities of HAF/JAS, ensuring that Systems Information Division (JASD) including HAF/JA's enterprise architecture activities, complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Responsible for AF/JA enterprise system architecture.
Represents the AF JAF Corps and the AF Legal Information Services with a variety of installation and functional area organizations.

- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Must be able to obtain and maintain a SECRET security clearance.
- Must obtain and maintain Contracting Officer Representative (COR) certification within six months of assignment of duties. Failure to receive the proper COR certification may result in removal from this position.
- This position includes information assurance (IA) awareness as paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve IAT level II certification within six months of assignment of duties.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes: applying a wide range of IT principles, concepts and methods to include software development, networking, servers, and cloud infrastructure; define and analyze complex IT systems requirements, define clear-cut problem areas, gather and analyze factual data, communicate conclusions, make decisions, and give recommendations; application of the directives, policies and procedures to provide assistance and monitor IT systems program management functions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of IT principles, concepts and methods to include software development, networking, servers, and cloud infrastructure; Knowledge of project management principles and methods sufficient to plan and carry out complex assignments and develop new approaches for IT solutions.
Knowledge of IT architecture, strategy, plans, and systems within the organization and IAW DoDD 5160.64. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to, and required to support, the IT needs of a global enterprise organization.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; Ability to plan, coordinate, organize, direct functions, mentor, motivate, and apprise the staff of an organization directly and through subordinate supervisors to meet customer IT requirements and objectives within available resources.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; Ability to define and analyze complex IT systems requirements, define clear-cut problem areas, gather and analyze factual data, communicate conclusions, make decisions, and give recommendations; Ability to communicate effectively, both orally and in writing, and skill in preparing reports, studies, summaries of analyses, correspondence, and briefing materials.
Ability to communicate both orally and in writing; Ability to apply directives, policies and procedures to provide assistance and monitor IT systems program management functions; Ability to prioritize work, execute complex projects and meet deadlines.
Knowledge of IT security principles and methods sufficient to ensure integration of IT programs and services; contracting and acquisition techniques, policies, and standards as they relate to IT systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
