Duties

Summary The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the School Age Care program. To plan, develop, organize, and oversee the long-range and day-to-day operation of a comprehensive school-age childcare program consisting of such activities as before and after school care, full day care/camp, and school holiday care/camp for youth 5-12 years of age. Duties Develops, coordinates, and implements activities, programs, and special events, consistent with program objectives and in accordance with health, safety, and security standards for the School Age Care program. Plans, organizes, and directs the activities of the School Age Care program ensuring that the program complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Monitors training of staff and volunteers according to established policies and procedures. Represents the School Age Care program with a variety of installation and functional area organizations.

  • This is a Supervisory Position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

  • (Cont'd) for this position. Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981.
  • IAW AFI 34-144 and DoD certification requirements, a pre-employment physical examination with a renewal at least every 3 years and specified immunizations are required.
  • Incumbent must be able to obtain Food Handler's, First Aid, and Cardiopulmonary Resuscitation (CPR) certifications and complete additional training requirements IAW AF and DoD guidance.
  • Driving is required, incumbent must possess and be able to maintain an appropriate, valid driver's license. An annual driving record check is required.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. (Cont'd)
  • (Cont'd) Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • At a minimum, meet qualification requirements stipulated by the US Office of Personnel Management for the 1701 Occupational Series.
  • Must complete applicable Virtual Lab School (VLS) courses IAW AF and DoD guidance.
  • Incumbent may occasionally be required to work other than normal duty hours to include weekends, holidays and evenings. Incumbent may be required to work a split shift to meet supervisory or program requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position of a Supervisory School Age Care Program Coordinator. NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: -- Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes, (1) Professional knowledge of the theories, principles, and techniques of educations and training and of child human growth and development to provide oversight and direct involvement in the School Age Care program, which maintains and improves the physical, social, and mental well-being of young children; (2) Knowledge of learning and recreational activities and services, of participants' interests and needs, and the methods and processes involved in a School Age Care program, which enables the employee to effectively plan and conduct an enhanced variety of youth activities and services to meet specific needs of the base community; (3) Skill in the effective use and management of financial, physical, and human resources sufficient to plan and carry out a school age program which meets, as fully as possible, the needs of the participating community. OR EDUCATION: Applicants must have successfully completed of three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in education, or in a subject-matter field appropriate to the position of a Supervisory School Age Care Program Coordinator. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You MUST submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of child and youth development theory, methodology, and practices relating to physical, emotional, cognitive, and social development of children and youth. 2. Knowledge of DoD certification, Boys and Girls Clubs of America (BGCA), 4-H, and Council on Accreditation (COA) standards. 3. Knowledge of safety and security regulations, practices, and procedures including National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), Food Services regulations, Environmental Protection Agency (EPA) regulations and requirements, and Consumer Product Safety Commission (CPSC) Playground guidelines. 4. Skill in compiling and composing both quantitative and narrative reports, based on analyzing data and circumstances. 5. Ability to plan, organize, and direct the functions and staff of a small to large sized organization. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
