The Samuel S. Stratton VA Medical Center located in Albany New York is currently recruiting for one Program Support Assistant (PSA). The incumbent functions as the PSA to the Associate Chief Nurses for Patient/Nursing Services and the Nurse Recruiter/Staffing Methodology Coordinator.

Duties

MAJOR DUTIES Recruitment and Personnel Management: - Assists Nurse Managers and Nurse Recruiter by providing support for of all required forms for processing backfills for vacancies and selections of new candidates. This includes: - Providing clerical support to update functional statements and position descriptions. - Assisting with the completion of selection memos as necessary. Assisting with calling references and candidates as needed for follow-up. - Assists the Nurse Recruiter in maintaining the Nursing Vacancy Tracker and Electronic Board (Excel spreadsheets) to accurately document vacancies, external hires, internal transfers, movement of FTE, recruitment completions, and candidate declinations. General Office Support - Provide administrative support for ACNs for the management of the timely upkeep of electronic red folders of staff under the supervision of the ACNs. This includes ensuring proficiencies and competencies are maintained and up-to-date and can be readily accessed. - Provides administrative support for ensuring all Nursing SOPs are current, in proper format, and accessible on the Nursing SharePoint site. MINOR DUTIES Timekeeping - Serves as Timekeeper for the administrative T&Ls for Nursing Service. - Organizes, tracks, and monitors requests for leave as governed by union rules regarding solicitation for leave. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing clerical/administrative duties in an office environment; answering and directing phone calls; preparing correspondence; maintaining files/records; and using a computer to perform a variety of support tasks. At this grade level, applicants should have good verbal and written communication skills and the ability to perform assignments independently with minimal oversight.. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationsComputer SkillsCustomer ServiceData Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mainly sedentary. However, there will be walking, bending, standing, and carrying and lifting of light items such as packages and books, generally not more than 25 pounds.
