The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Food Service Operations assigned to the Sustainment Services Flight, 673 Force Support Squadron. Duties

Plans, organizes, and oversees the activities of the Food Operations for Sustainment Service Flight and serves as the Force Support Squadron (FSS) Sustainment Flight Commander's technical expert and authority on all food and beverage operations within the FSS. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Represents the Force Support Squadron with a variety of installation and functional area organizations and coordinates and directs. Establishes, defines, and implements requirements for sustainment programs to ensure services and operations are in line with regulatory and fiscal requirements, support goals, and mission requirements. Performs contract management and serves as the installation and organization technical authority for food service contract management.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • Requires previous joint base experience and knowledge of both United States of America (USA) and United States Air Force (USAF) food program.
  • Will be required to fill in as Sustainment Flight Commander in their absence.
  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is an Obligated Position in which an employee has return rights. Upon the employee’s return, incumbent may be required to vacate this position.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Food Services Series, 1667. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in devising meals to accommodate diverse cultural and religious food requirements; menus and food service arrangements to meet organization and customer needs at food operations, in order to optimize use of resources and maximize efficiency and effectiveness. Knowledge and skill in forecasting required food items in order to establish menu plans, nutritional values, requirements, and ensure balance and nutritional menus are available. Knowledge of a comprehensive range of procedures to cross-check individual price changes to prevent monetary loss in the food service system and assure proper methods of food storage, stock control, handling, preparation, and food service operations are followed to ensure maximum accountability and use of food service resources. Knowledge of and skill in preparing food service contingencies plans, disaster preparedness, mobility deployment, and other special food requirements and establish review system that ensure needs are met, validated and economy plus quality of operation are maintained or improved. Knowledge of and skill in preparing comprehensive equipment replacement schedules, identifying new equipment items to bring into the food service systems and activities, preparing budget for equipment forecast and replacement, and budgeting for normal and unanticipated equipment replacement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of business operations policies, procedures, methods and publicity techniques within one or more of the following areas: hospitality, field feeding, Air Force and Army feeding requirements, food and beverage and developing contracts to support business operations; and/or community wide event planning to evaluate strengths or weaknesses and develop/revise programs to meet goals and promote patronage. Knowledge of financial, budget, resource management practices and principles and analytical and evaluative methods and techniques. Knowledge of safety and security personnel management, and EEO regulations, practices, and procedures. Skill in effectively organizing and utilizing available community resources within the program framework to augment the program to meet installation objectives. Ability to plan, organize, and direct functions and mentor, motivate, and praise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
