This position is located in the Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)). The USD(R&E) serves as the Chief Technology Officer and is responsible for research, development, and prototyping activities within the Department of Defense (DoD).

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Incumbents typical work assignments may include the following: Reviews, evaluates, and monitors Science and Technology (S&T) programs and project plans that encompass a wide range of command, control, and communication (C3) technologies. These technologies include enterprise communications, command & control systems, decision support tools, cybersecurity, situational awareness, network management, communication architectures, Radio Frequency communications, anti-jamming techniques, and enterprise-level modeling and simulation. Establish priorities for these technologies, evaluate alternatives, assess and determine funding requirements, and evaluate the technical feasibility of the projects. Assess the status of these programs, pinpointing any deficiencies and progress, and then recommend necessary actions to senior leaders, which are communicated through presentations and written reports. Coordinates S&T programs with other Department of Defense (DoD) offices, Military Departments, and Defense Agencies. Ensures that the S&T programs and project plans are responsive to current and emerging threats, align with the national security strategy, and comply with the Department's goals and priorities, while also keeping up with the latest technological developments. Represents the Department in S&T coordination and joint program development with other Federal departments and agencies. Represents the Office of the Secretary of Defense (OSD) in technical review forums, both internally and externally. This involves interfacing with senior officials from Military Departments, other DoD organizations, Federal agencies, Congressional Committees, the White House, the private sector, and foreign S&T organizations. Chairs meetings of ad-hoc groups and committees or leads teams tasked with resolving specific problems within the assigned technical portfolio. Conducts comprehensive reviews of efforts in C3 technology for the fulfillment of the above duties or other specially assigned tasks and presents the results to senior managers and other senior Department officials in both written and oral formats.

  • This position requires an Engineering and Technical Management, Foundational acquisition certification. The incumbent has 60 months to achieve this certification. Once obtained, you must maintain and improve proficiency.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of college level education, training and/or technical experience that furnished. (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Current Professional Engineering registration by an State, the District of Columbia, Guam, or Puerto Rico; or 2) Written Test with evidence of successfully passing the Engineer-in-Training (EIT) examination, or the written test for professional registration, which is administered by the Boards of Engineering Examiners within the States, the District of Columbia, Guam, and Puerto Rico. General Engineering Series 0801 (opm.gov) You may qualify at the NH-IV (GS-14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-III (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates: Experience utilizing expert level knowledge of advanced computing principles and techniques to include transport, networking, information, application, and integration across layers in distributed, fix, mobile, and hybrid configurations; Experience managing, executing, and overseeing large science and technology (S&T) programs related command & control, communications (C3) and/or and distributed technologies; Experience interacting across multiple service programs or technical steerage of cross- discipline work in at least two C3 related sub-fields; Experience utilizing strong reasoning and analytic skills; Experience writing technical papers suitable for a broad and credible audience in a related engineering discipline; - Experience utilizing an understanding of Defense acquisition processes, including requirements generation and budget planning. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
