About the Position: This position is located in the United States Army Corps of Engineers, Philadelphia District, Marine Design Center Programs and Project Management Division, Civil Programs Branch in Philadelphia, PA.
Duties
Formulate short-and long-range budgetary and planning requirements based on current and projected mission requirements.
Review and analyze cost reports to ensure charges are authorized and identify unauthorized.
Provide expert quality control/quality assurance of external contractor performance toward achieving milestones and objectives (deliverables).
Interpret directives from higher authority and implement into program functions.
Responsible for providing high level technical advice and management advisory services to project managers and higher-level management official on all aspects of procurement.
Knowledge of pre-award and post-award functions, price and cost analysis, negotiation and administration of contracts, construction and Architect-Engineer services.
Interact with project managers to ensure adherence to regulations throughout the project lifecycle.
Offer expert guidance on navigating challenges to maintain compliance with established protocols.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- Must be able and willing to travel up to 10% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience: One year of specialized experience which includes management of a program or projects for marine vessel needs, developing and executing resource management, utilizing planning, programming, budgeting and execution processes; and development, review and execution oversight of contracts related to construction activities related to marine vessel projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
