Duties

Serving as a Program Manager GS-0340-14 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. The position is a Program Manager within the Chief Security Office (CSO), under the Office of the Deputy Director (DD) and located in Glynco, Georgia. The primary purpose of this position is to provide expert support, advice and recommendations on all matters relating to the coordination, integration, and synchronization of staff actions, events, and activities affecting and involving the CSO. Typical duties include: Responsible for the formulation and implementation of program and management systems, policies, and procedures for the CSO, and provides interface between the Chief Security Officer, other CSO Programs, DD, and FLETC staff. Providing for the development and implementation of the FLETC enterprise wide CSO programs and conduct effective coordination between the CSO programs with other security initiatives: Personnel Security; Administrative Security; Operations Security; Internal Security; Security Education, Training and Awareness; Industrial Security; Critical Infrastructure; Personnel Responsibility), and all applicable FLETC stakeholders. Assisting the CSO with formulation and development of new policies, plans and procedures to improve efficiency of operations, achieve maximum utilization of resources to conform to new directives issued by higher authority, and assists in developing detailed information and strategies to ensure implementation. Serving as Budget Officer to the CSO and supports the CSO, CSO Program Chiefs and FSSOs in development of the fiscal year allocations for the enterprise wide CSO budget. Preparing of annual spending plans and assures the budget is in proper format and accounting codes are correct. Maintaining a complete record of budget items and closely monitors the budget for accuracy and consistency with the approved spend plan.

You qualify for the GS-14 grade level if you possess: If you possess at least one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service formulating and implementing program and management systems, policies, and procedures for an organization, and providing interface between senior leadership. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
