As a Troubled Asset Specialist, you will:
Determine the credit acceptability and financial capacity of mortgagors, sponsors (both for-profit and not-for-profit) and general contractors involved in the purchase, refinance, or development of multifamily properties.
Provide information about the policies, procedures, and practices of the particular troubled multifamily case.
Explain work requirements, methods, and procedures as needed, giving special instructions on difficult or different operations, including advice and guidance to lower graded employees within their technical disciplines.
Review and analyze current and historic financial data for troubled asset projects; compare previous annual statements with recent financial information; analyze current operation expenses and project financial data to form the basis of approval or
denial of the following actions: rent increases, refinancing, bond refunds, prepayments, modification agreements, transfers of physical assets, changes in the corporate charter and by-laws, substitution of mortgagors, reinstatements of mortgages, budgets
submitted by cooperative housing projects, and recommendations for foreclosures.
Be responsible for working with sponsors, owners, management agents, and mortgagees of delinquent assets to create workout plans, which is a proposed plan to turn the delinquent non-performing asset around thus creating a performing asset that provides
suitable housing to its tenants and no claim to the insurance fund.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes experience performing financial analysis on multifamily housing real estate assets to identify risk, ensure compliance and propose solutions to rectify issues.
Examples of such experience could include:
Analyzing portfolio details for multifamily housing programs and projects to provide recommendations and solve potential issues OR
Coordinating and supporting a variety of multifamily housing asset management functions and executing resolutions OR
Developing solutions to asset management issues.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
