The primary purpose of this position, BLOCKER AND BRACER (WOOD WORKER/PACKER), WG-4602-08, to provide packing, crating, freight loading, and related services in the Support Services Office, in support of all Division organizational units and other organizations. DUTY TITLE: Packer and Crater

Duties

Secure a variety of freight such as heavy, unbalanced machinery, vehicles and other rolling stock, aircraft parts, munitions, rockets, missiles; sensitive electronic equipment, and other odd-shaped cargo. Plan the construction of and custom build, wooden supply, storage, or shipping containers with exteriors of irregular shape and unusual size, and interior support brackets which must be custom cut and built to fit around, against, and at places of irregular size and shape. Load items in conveyances (includes rail, motor vehicle, and aircraft). Serve as brake switcher to govern the movement of railroad cars on the installation. Operate a variety of material moving equipment in the performance of duties.

  • PHYSICAL: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.
  • May be required to obtain a US Motor Vehicle Permit to operate materials handling equipment such as fork lifts and power jacks.
  • May be required to attend necessary training for preservation packaging and also training to become qualified to certify hazardous materials for shipment in accordance with Air Force directives/regulations.
  • May be required to work overtime and is subject to emergency call-back duty on other-than-normal working hours/days.
  • May be required to participate in mobility exercises.
  • Position requires incumbent to maintain a Weighmaster License issued by the State of California.
  • Will be required to complete First Responders Awareness training.
  • Incumbent will be required to obtain training and certification within the timeline established by the work center supervisor and to maintain those certifications without a break in certification for the duration of occupying this position.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4600 Wood Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability To Do The Work Of The Position Without More Than Normal Supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Equipment Assembly, Installation, Repair, etc. Technical Practices (theoretical, precise, artistic) Ability To Interpret Instructions, Specifications, etc. (includes blueprinting reading) Measurement and Layout Ability To Use and Maintain Tools and Equipment Knowledge of Materials PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Work requires extended periods of walking, standing, and working on concrete warehouse floors and loading docks. Considerable bending, stooping, and lifting of items up to 50 pounds unassisted, or larger weights with assistance of other workers or material moving equipment. Active climbing, and hanging on side of moving rail cars, mounting and dismounting of cars to operate track switches. Substantial use of power tools, and climbing in and out of vehicles used for material transport. Work requires good hearing ( aid permitted) and normal color vision. WORK ENVIRONMENT: Works inside and outside in storage areas, loading docks and ramps, rail lines, and areas outside the immediate organization. Subject to hazards of bruises, abrasions, minor burns, chemical reactions, cuts, etc, from handling containers of various sizes and materials and their contents, and from the use of various adhesives, sealants, preservatives, and other substances. Position requires appropriate hazardous materials handling/transporting certifications, licenses and commercial driver license (CDL) hazardous materials endorsements. Chlorofluorocarbon (CFC), Hydrochlorofluorocarbon (HCFC) require Environmental Protection Agency (EPA) approved technician certification program: 1990 Clean Air Act.
