The Assistant Hospital Housekeeping Officer position is located within the Environmental Management Service of the Clarksburg VA Medical Center. This program has a major impact on the well-being of patients, employees, and visitors by establishing the environmental health tone for the entire Medical Center.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties may include, but are not limited to the following: Extensive knowledge of advanced sanitation programs. Analytical ability to research, assemble and compile information and data, evaluate the results against appropriate standards and recommend corrective action where indicated. Advanced knowledge of policies and procedures, including pay administration, training and awards, employee relations and evaluations, recruitment and placement, Equal Employment Opportunity (EEO), Labor-Management Relations, and mediation. Planning, organizing, conducting, and managing an effective housekeeping and laundry program in order to provide a safe environment for patients, staff, and visitors. Accountable for the proper manifestation, reporting, and tracking of facility generated hazardous and biological waste. Responsible for purchasing, issuing, replacing, and processing uniforms. This process includes the collection of soiled safety apparel and processing of all special-purpose clothing. Communicating effectively in order to justify program plans and goals to higher management and to motivate staff. Maintaining a complete orientation and training program for all housekeeping staff. Providing daily Environmental Sanitation coverage to designated patient and nonpatient care areas. Responsible to report waste management plans and policies to the appropriate department for review and approval, if required. Leads facility initiatives to ensure the success of the facility recycling program. Knowledge of the chemical properties and safe handling of pesticides utilized at the Medical Center. Ability to identify pest infestations, recognize common insect pests, and able to make recommendations to eliminate infestations and take measures to correct environmental and health discrepancies related to pest management. Supervises laundry/linen and housekeeping personnel. Trains, counsels, disciplines, evaluates, and promotes the growth of employees within a program. Prepares, maintains, and monitors work plans for staff utilization. Analyzing and interpreting a variety of intricate data related to various program areas for day-to-day operations. Performs all other duties as assigned. Qualifications

To meet the minimum qualifications for this position at the GS- 11 level, you must meet one of the following: Experience: You must have one full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the Assistant Hospital Housekeeping Officer position. Specialized experience at this level includes: assisting with planning, directing, and monitoring all aspects of a Medical Center's Environmental Management Service exercising both administrative and managerial responsibilities in overseeing environmental sanitation, waste management, pest control, recycling, a laundry facility, a uniform/scrubs section, and linen service; assisting with determining long range, intermediate and short-range environmental management program goals and policies; training, counseling, disciplining, evaluating, and promoting the growth of employees; preparing, maintaining and monitoring work plans for staff; participating in setting performance standards for employees; and communicating with individuals with varying levels of understand both in person and in writing. *Specialized Experience must also include experience in two or more of the following areas, or other work related to the Assistant Hospital Housekeeping Officer position: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment; Experience in laundry and linen management; Experience that demonstrated knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition; Experience that demonstrated knowledge of pest management, including alternative methods of control and the selection and application of chemicals. (Important: Please make sure your resume clearly indicates your areas of specialized experience.) ~OR~ Education: You must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education with major study in Public Health or Business Administration with emphasis in Hospital Administration or LL.M., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study.) (NOTE: if using education to meet the specialized experience requirement, a copy of your TRANSCRIPT IS REQUIRED) ~OR~ Combination: You must have equivalent combinations of successfully completed graduate level education and specialized experience to meet total experience requirements. (NOTE: if using education combined with specialized experience to qualify, a copy of your TRANSCRIPT IS REQUIRED). You will be rated on the following Competencies as part of the assessment questionnaire for this position: Computer SkillsOrganizational Performance AnalysisProject ManagementStandards IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The incumbent is required to stand and walk a considerable portion of the workday. Must be capable of operating power equipment as needed. Be able to lift, push and pull heavy objects. Must be able to handle and cope with numerous responsibilities, problems, and personalities involved. Work is performed in a Medical Center setting and involves regular and recurring exposure to contagious diseases, exposure to heat and cold, dust, wet floors, and various hazards from housekeeping and laundry equipment.
