You will serve as a PROGRAM ANALYST in the FORCE PROTECTION DIVISION of COMMANDER, NAVY REGION NORTHWEST. The salary range for positions filled at the GS-09 is $67,147 to $87,291. The salary range for positions filled at the GS-11 is $81,242 to $105,612.

Duties

You will develop solutions for improving resource management utilization. You will analyze program financial requirements, human capital resources, or technical components to measure operational capabilities. You will extract data from databases to support conclusions or recommendations. You will develop documentation or reports to summarize results of manpower assessments or studies. You will brief managers regarding outcome of program analysis or reviews. You will conduct studies to identify potential problem areas.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.

Qualifications

FOR THE GS-11 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing and developing plans to execute short and long range needs for resources including manpower, materials and equipment; 2) Providing direction for development and resource requirements to include: law enforcement, harbor security, anti-terrorism and management and planning functions; 3) Maintaining an accurate budget allocation based on the current and future year resource plan for the region and installations; 4) Reviewing, validating, and/or reconciling expenditures with corresponding financial reports utilizing available financial management tools and resources; 5) Using knowledge for the successful operation of the Government Purchase Card (GOVCC) Program and the Fleet Card Program; 6) Serving as the Subject Matter Expert for the Defense Travel System and coordinator of the N3AT Force Protection travel program. Specialized experience must demonstrate the following: 1) Assisting in the development of plans to execute short and long range needs for resources including manpower, materials and equipment; 2) Providing assistance with the direction for development and resource requirements to include: law enforcement, harbor security, anti-terrorism and management and planning functions; 3) Reviewing expenditures with corresponding financial reports utilizing available financial management tools and resources; 4)( Using knowledge for the successful operation of the Government Purchase Card (GOVCC) Program and the Fleet Card Program. WORK ENVIRONMENT: Work is typically performed in an adequately lighted and climate controlled office. Work may be accomplished in some industrial areas that require wearing of personal safety equipment such as hardhat, safety glasses, and earplugs. To ensure employee safety and health, the command maintains personnel protection and safety programs consistent with applicable laws and regulations. These programs may include engineering controls, training, work procedures, use of personal protective equipment, and medical surveillance. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR THE GS-11 GRADE LEVEL:

Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.

FOR THE GS-09 GRADE LEVEL:

Have successfully completed a master's or equivalent graduate degree.
OR
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
OR
Have obtained an LL.B. or J.D. that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
