The position is located in the U.S. Department of Education (ED), Office of Special Education andRehabilitative Services (OSERS), Office of Special Education Programs (OSEP), Research to PracticeDivision (RTP). The Division administers Part D of the Individuals with Disabilities Education Act (IDEA)to improve and enhance outcomes for infants, toddlers, children, and youth with disabilities. 

Duties

APPLICATION LIMIT: This vacancy announcement is limited to the first 100 applications received and will close at 11:59PM Eastern Time on the day that we receive the 100th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As an Education Program Specialist, GS-1720-13, you will be responsible for:•   Provide input into the development of discretionary grant priorities, policies, procedures, and guidance to ensure they advance the use of evidence-based practices and are responsive to the needs of the field as it relates to special education and early intervention.  •    Contribute to improved accountability for OSERS programs by overseeing the performance of assigned grants and/or contracts (e.g., review performance reports, products, and/or deliverables; provides feedback to enhance the quality, relevance, and usefulness of grantees/contractors’ products and services; monitor and take appropriate actions so that grantees achieve objectives; assist awardees in executing a corrective action plan to resolve problems) consistent with established procedures. •    Actively engages in intra/interagency work to ensure children and youth with disabilities and their families and IDEA services and programs are appropriately included within initiatives, priorities, policies, program budgets, and guidance. •    Represent the Division and delivers presentations in a variety of meetings and conferences and maintains effective relationships with professional organizations and education officials at the federal, state, and local levels. Make recommendations to support the delivery of special education instruction and services and early intervention services for children with disabilities and preparing personnel to serve children with disabilities. Support the implementation of IDEA and the use of evidence-based practices to improve outcomes for children and youth with disabilities.

Qualifications

Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:1.  Experience presenting at National or Regional conferences on research or practices to improve outcomes for children and youth with disabilities.   2.  Experience providing professional development for special educators and administrators to support the delivery of special education instruction and services and early intervention services for children and youth with disabilities.  3.   Experience administering or supporting special education or early intervention programs at the state, local, or Federal level or as a faculty member at an institution of higher education.  Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1.    Knowledge of grant process as it relates to special education and early intervention.2.  Knowledge presenting, providing training, and coordinating early intervention or special education programs for children and youth with disabilities at the Federal, State, or local level.3.    Knowledge of theories, principles, and practices for children with disabilities and their families in special education or early intervention. 4.  Ability to communicate both orally and in writing.

Education

Basic Requirements:

  1. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

    or

  2. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

    or

  3. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

    or

  4. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
