This position is part of the Warfare Centers Personnel Demonstration Project. The NG-3 pay band encompasses positions equivalent to GS-7 and GS-8; the NG-4 pay band encompasses positions equivalent to GS-9 and GS-10.
You will serve as a Human Resources Assistant in the Human Resources Division (Code 101) of the Naval Surface Warfare Center Dahlgren Division.
Duties
You will serve in one of five branches in the Human Resources Division, including policy planning and analysis; recruiting and student programs; staffing and classification; labor and employee relations; and workforce development.
You will advise managers and employees of available training opportunities both on-site and off-site.
You will participate in developing, establishing, and maintaining work center training programs.
You will analyze training purchase requests and make decisions on appropriate funding processes.
You will process Ad hoc Training Requests (ATRs) for both academic and off-site training/conferences and make payments using appropriate methods.
You will provide technical advice and assistance on Human Resources (HR) processing matters for multiple customers within our Division.
You will serve as an expert in processing actions following the Guide to Processing Personnel Actions (GPPA) for a full range of personnel actions.
You will serve as a subject matter expert in HR management systems such as Onboarding Manager and the Defense Civilian Personnel Data System (DCPDS).
You will support the onboarding of new hires.
You will manage a wide variety of cradle-to-grave personnel procedures and communications with new hires, existing workforce, and separating employees.
You will interact with the Office of Civilian Human Resources (OCHR) Operations Center to facilitate processing of personnel actions and corrections as needed.
You will support the Human Resources Information Systems (HRIS) function and/or the HR advisory function.
You will develop and prepare standard and ad hoc reports and metrics.
You will collaborate across HR functions to ensure data and reporting requirements are met.
You will consult with HR team members to provide information, conduct system research, and help resolve data management problems.
You will collaborate in the development and execution of tools to improve HR processes and delivery of services.
You will conduct workforce studies and analysis to support decision making and policy development.
You will serve as an advisor for internal and external award processes.
You will continually perform quality control and internal audits of HR processes for quality, effectiveness, and legal/regulatory compliance.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
TO QUALIFY FOR NG-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NG-3 pay band (GS-7 and GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying an extensive knowledge of human resources (HR) rules and procedures to perform a wide variety of HR support work in the areas of policy planning and analysis, recruiting and student programs, staffing and classification, labor and employee relations, or workforce development.
TO QUALIFY FOR NG-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NG-2 pay band (GS-5 and GS-6 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a standardized body of human resources (HR) rules and procedures to provide support to HR specialists in the areas of policy planning and analysis, recruiting and student programs, staffing and classification, labor and employee relations, or workforce development.

Education
TO QUALIFY FOR NG-4: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A master's or equivalent graduate degree in a course of study that is directly related to the position; OR
- Two full years of progressively higher-level graduate education in a course of study that is directly related to the position; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
TO QUALIFY FOR NG-3: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- One full year of graduate-level education in a course of study that is directly related to the position; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
