The position serves as the Phoenix Area Indian Health Service, Dental Consultant. The position is located in Phoenix, AZ. The incumbent serves as senior clinical consultant in the field of Oral Health to all Service Units. The incumbent is responsible for insuring the quality of care for clinical and public oral health programs provided, including compliance with The Joint Commission, Accreditation Association for Ambulatory Health Care, and Centers for Medicare and Medicaid Services.

Duties

Serves as the Chief Dental advisor to the Area Director Office in planning, implementing, evaluating, and coordinating professional dental administrative operation, policies and procedures. Represents the Area as dental liaison to IHS Headquarters Division of Oral Health, other IHS Area Dental programs, agencies, state offices, tribal leaders and organizations, educational institutions, and professional associations. Maintains surveillance of clinical and support programs to assure quality of service; appropriate utilization of resources; compliance with accreditation and regulatory standards; and medical staff participation. Provides supervision, leadership, direction, and guidance in a collaborative manner with assigned staff. Performs required staff evaluations and oversees staff certifications and mandatory trainings. Typical clinical duties include operative dentistry, endodontics, oral surgery, trauma, periodontics, prosthetic and pediatric dentistry. The complexity of the procedures will range from simple to very complex. Consults with tribes, tribal organizations, state agencies, collaborative organizations, and other non-governmental organizations to determine unmet needs, identify public health policy issues, support preventive health initiatives, evaluate outcomes, and support the development of community-directed oral health initiatives.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Education - Applicants must have a Doctor of Dental Medicine (DMD) or Doctor of Dental Surgery (DDS) degree from a school approved by the American Dental Association (ADA) or the Commission on Dental Accreditation (CODA) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Licensure - Applicants must have passed the National Board Dental Examinations (NBDE) which are developed and administered by the Joint Commission on National Dental Examinations (JCNDE) and possess a current, full, and unrestricted license to practice dentistry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Medical Requirements: Applicants must be able to distinguish shades of color. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below: MINIMUM QUALIFICATIONS: In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below: Completion of a 3-year residency program in dentistry, oral health, craniofacial sciences, or a related medical science; or equivalent experience, equivalent to at least the GS-12 grade level, and/or training. OR Your resume must demonstrate at least 5 years of professional dentistry experience and/or training. This experience is equivalent to at least the GS-12 level in the Federal service as described in the vacancy announcement.Examples include: In depth knowledge and understanding of dentistry including diagnostic skills, treatment planning abilities, and skill in treatment. Understanding of concepts and principles related to the overall process of management including; knowledge of public health principles for planning, implementation and evaluation. Knowledge and ability to provide consultation services to service units and tribal components as it relates to public health policies and procedures. Knowledge of TJC/AAAHC/CMS Accreditation and Certification Standards. Experience in Electronic Dental Record system for implementation and reporting. Knowledge of Federal Acquisitions regulations and contracts management. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
