Duties
As a Contract Price/Cost Analyst at the NH-1102-3 some of your typical work assignments may include:
Provide expert technical authority to evaluate price and cost proposals and perform financial analysis for complex weapon systems to develop recommendations for pricing objectives and determine price reasonableness. Responsible for planning, developing, and executing the price, cost and financial analysis for complex weapon systems. Utilize all information and sound business judgment to ensure the successful accomplishments of all contract pricing actions.
Advise the Director of Contracting staff, acquisition managers, contracting officers and contract specialists on pricing policy matters pertaining to the solicitation, analysis, evaluation, and negotiation of contractors' cost proposals. Explain the basis for disagreement with the proposed cost and defend pricing recommendations and implications. Provide written and oral communication to inform, advice, persuade, present, and defend decisions and analyses.
Coordinate with contracting personnel, technical experts, legal counsel, audit, higher-level authorities, and subordinate activities. Serve as a liaison between MDA, the Defense Contract Audit Agency (DCAA), the Defense Contract Management Agency (DCMA) and other agencies in order to establish timely schedules for the accomplishment of pricing support and to ensure target dates to acquire, correlate, and analyze data are met.
Analyze contractors' proposals and prepare price/cost analysis based on audit information, technical and/or DCMA input and independent judgment and research, assessing cost realism and the reasonableness, allow ability and allocability of proposed costs. Ensure compliance with regulatory requirements regarding overall pricing arrangement, as well as individual cost elements. Interpret and implement all new pricing concepts, regulations and methods.
Perform preliminary price analysis reviews which have areas of significant differences and/or difficulties to be resolved with the contractor. Exchange information and discuss complex issues with representatives of private firms, industrial organizations and other agency offices. Serve as a member of the negotiation team, which may require immediate interpretation of pricing data and advice on the cost impact of extremely complex, detailed concepts during difficult or controversial negotiations and meetings.

Qualifications
You may qualify at the NH-03 broadband level if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service:
(Candidates must meet at least 3 of the 5 specialized experience requirements)
Experience in planning, sufficient to develop cost and price analysis strategies for complex procurements to assure attainment of mission goals. Ability to plan, prioritize, organize, monitor, and evaluate own and/or others' work activities to meet project timelines and accomplish goals within established schedule and budget.
Experience exercising initiative, resourcefulness, independent judgment in interpreting and applying guidance, as well as developing and implementing solutions to problems that are unique to MDA.
Experience in concepts, principles, and practices of the broad field of pricing, including the latest procedures and techniques, to determine and establish fair and reasonable contract pricing and/or participate in the negotiation of various cost elements on a wide range of complex contract proposals. Specifically, knowledge to explain and defend the Government's pricing position to representatives of business and industry, other government agencies, and the Agency's negotiation team.
Experience analyzing price trends and cost factors applicable to the review and evaluation of contractor cost proposals, including performing detailed analysis on individual elements of cost and fee/profit; developing documentation and criteria to substantiate government cost/negotiation positions.
Experience preparing documentation to substantiate cost/price negotiation positions, communicating the data and supporting analysis (oral and written) and making appropriate recommendations to management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
