This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent will serve as a Systems Accountant for the 4th Infantry Division - G8 Resource Management in Fort Carson, Colorado.

Duties

Maintain and/or modify existing financial systems and the design of new financial subsystems. Serve as the Terminal Area Security Officer (TASO) for accounting/financial systems. Prepare password requests and control routine access to financial and accounting applications and files for data entry and query. Coordinate and monitor training of personnel working on accounting systems. Recommend improvements or alternative processing methods to achieve accounting system objectives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Able to maintain and/or obtain a secret clearance.
  • This position may require TDY up to 5% annually.
  • This position may require irregular hours or overtime as the mission requires.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and expereince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for a Systems Accountant must be met first: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To Qualify at the GS-09 level: Specialized Experience: One year of specialized experience which includes 1. Operate accounting systems to accurately measure allotments of funds throughout the organization; 2. Analyze financial data to ensure accuracy of monetary amounts associated with multiple lines of accounting; and 3). Assess internal control processes regarding password requests and routine access to applications and files for financial data entry and queries. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To Qualify at the GS-11 level: Specialized Experience: One year of specialized experience which includes 1. Create diagrams to provide guidance to personnel regarding the macro and micro level relationships among the financial systems and their interfacing systems; 2. Review operational accounting procedures to document processes to increase productivity; and 3. Generate monetary data using multiple computer web based financial applications to measure accounting functions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
