As a Program Manager you will serve as the Deputy to the Executive Director supervising a team of 74 employees, and over 100 contractors, through four subordinate GS-15 supervisors with responsibilities to manage systems requirements, systems enhancements, and functional testing for VA's Enterprise-wide HR systems.

Duties

Manage systems requirements, systems enhancements, and functional testing for VA's Enterprise-wide HR systems. Manage a variety of project management and administrative activities for the organization, be the primary driver of strategic initiatives; ensure timelines are maintained and deadlines are met; and is the principal advisor to the Executive Director for CEHRIS and senior leadership. Collaborate with the Executive Director to define the programs and project management goals. Serve as an authoritative source for decisions and guidance dealing with compromises and changes in project objectives. Oversee all phases of major projects to ensure integration and coordination within established time frames, and maintain corporate goals and objectives, consistent with commitments and policy, as well as measurable performance criteria. Implement overall programs and project management guidance and policy. Assist the Executive Director in providing centralized program/project management and execute strategic guidance and direction using program integration and implementation, requirements integration and management, business modernization and improvement, program assurance and risk management concepts. Oversee the management of actual project resource utilization (funds and manpower) to ensure effective resource utilization in compliance with study and project management plans. Interface both internally and externally to assure that the corporate effort will result in quality projects on time and at a reasonable cost. Assist in providing overall continuity in program operations to ensure commitments to and from project sponsors are met and project execution achieved. Implement controls to assure charges to projects reflect commitments to sponsor on cost, quality, and schedules. Conduct periodic program review and analysis briefings to compare progress with objectives and established milestones. Ensure that appropriate methods are used for securing and developing data through benchmarking processes, onsite surveys, and discussions with operating officials, legislative directives, policies, plans, reports, schedules, records, and similar sources. Maintain liaison with Federal and State officials, and representatives of other organizations regarding issues related to the outreach, customer service, and related activities. Represent the Assistant Secretary HR&A/OSP and Chief Human Capital Officer in high-level briefings with stakeholders and other key officials within the VA on matters pertaining to VA's HR information systems capital investment plans and represent the CEHRIS organization through active participation in conferences, meetings, hearings, and various other presentations, attended by officials both within and outside of the Department and private industry representatives. Provide strategic guidance to improve VA's organizational effectiveness and efficiency by enhancing the Department's ability to deliver human resources services through a modern, state of the art automated human resources information system. Lead a Departmental team in analyzing opportunities for consolidation and modernization against the criteria of cost savings, human capital impact, and futureproofing of HRIS capital investments. Provide insights and strategic direction for the HR Smart, employee performance, recruiting, staffing, and enterprise HR case management implementations, enhancements, and sustainment. Develop plans and strategy to manage stakeholder engagement and collaboration, monitors provider performance and ensures transparency, and assists with oversight for agencies migrating to a shared service center. Develop and provide documentation for a franchise funded shared services business plan. Develop strategies to encourage competition among Federal and private sector providers, and to maximize private sector involvement, this competition, in turn, results in improved quality, efficiency, and customer satisfaction. Lead the transformation of VA enterprise HRIS systems, capabilities, and investment management by providing strategic planning and integration to facilitate accomplishment of the Human Capital/Human Resources mission across the VA enterprise. Manage the VA HR domain and sub-domains consisting of automated systems, programs and applications, common business processes, and business analytics programs. The incumbent is responsible for the development, delivery and operation of all VA HR automated systems and tools (including the infrastructure components) to support a VA compensated and uncompensated employee population located across the country in three separate Administrations and the VA Central Office. Develop strategy to integrate systems and infrastructure to provide VA-wide automation and tools to support business analytics, efficient management of resources and streamlined business processes.

Qualifications

Specialized Experience: To qualify for the Program Manager position, candidates must meet the qualification requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Supervising a multi-disciplined staff establishing and maintaining effective management processes for effective integration of technical functions of planning, contracting, resource management, and information technology project management. (2) Leading system modernizations, overseeing scrum development, and strategic communications related to HRIS systems to ensure implementation of standardized best practices. (3) Assisting the Executive Director in providing centralized program/project management and execute strategic guidance and direction. (4) Authoritative source for decisions and guidance dealing with compromises and changes in project objectives. (5) Developing strategies to encourage competition among Federal and private sector providers. AND (6) Overseeing all phases of major projects. This is a telework eligible position. Incumbents selected for this position will be required to report to the VACO (VA Central Office) allocated space 5 days a pay-period at a minimum.
