THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION WITH NO MILITARY REQUIREMENT. This National Guard position is for a SEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR (SAR WF), Position Description Number PDT5668000 and is part of the Mississippi National Guard.

Duties

As a SEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR (SAR WF), GS-0101-12, you will provide 24/7 in-person and telephonic response, Under the supervision of the Sexual Assault Prevention and Response Officer (State SAPR). Serves as the Wing/Brigade (BDE) Sexual Assault Prevention and Response Coordinator for the military, civilians, and dependents. Establishes sexual assault reporting process and accomplishes documentation for the Wing/BDE program while coordinating and collaborating with the State SAPR and subsidiary Wing/BDE's within the State. Advises and provides direction to Wing/BDE personnel regarding SAPR policy, guidance, requirements, and processes. Serves as the Wing/BDE CDR's consultant and coordinator for sexual assault secondary prevention activities involving the institutionalization of respect and the Air/Army core values throughout the spectrum of human relations activities. Develops Wing/BDE plans (to include spend plan routed to the State SAPR for approval), programs, and guidelines. Executes budget geared to the Wing/BDE population and organization to address sexual assault prevention and response. Constructs and/or adjusts the Wing/BDE plans, milestones, and evaluation measures (including metrics) to garner success in meeting goals and objectives. Evaluates procedures, results, relationships, and interactions to accomplish quality improvements and improve mission accomplishment. Seeks, analyzes, and documents input about the program and up channels recommendations for modifications to appropriate stakeholders including the Wing/BDE CDR and State SAPR PM. Deliver and/or arranges initial and ongoing training and continuing education units of full-time VAs and Wing/Battalion collateral duty VAs. Guarantees victim advocates are credentialed via DOD Sexual Assault Advocate Certification Program (D-SAACP). Assesses full-time VAs and Wing/Battalion collateral duty VAs level of knowledge and performance; conduct or coordinate additional training as needed. Confirms full time VAs and Wing/Battalion collateral duty VAs are knowledgeable in DOD and NGB SAPR policies, understand unauthorized disclosures of confidential communication, and requirement for sensitivity and protection of victim privacy. Utilizes Defense Sexual Assault Incident Database (DSAID) for case management and accountability as required by DOD and NGB policy. Enters and manages all Wing/BDE SAPR incidents in DSAID IAW DOD and NGB policies and procedures. Assesses the Wing/BDE need for the creation and/or modification of processes, procedures, contacts, and training necessary to carry out the program and meet DOD and NGB objectives. Assessments include consideration of complicating factors at the Wing/BDE to develop processes, procedures, and training that is effective for all parties. Implements secondary prevention programs relating to sexual assault. Assists individual commanders with addressing behaviors that lead to sexual assault through a comprehensive education and awareness program. Consults on and coordinates activities in other areas of human relation needing secondary prevention efforts. Regularly evaluates the Wing/BDE sexual assault climate, programs, response capabilities, core values, and training needs. Conducts and/or assists commanders with accomplishment of mandatory annual SAPR training, commanders/leaders/supervisors, and pre/post deployment training of their unit personnel in accordance with applicable guidance. Serves as focal point for ongoing secondary prevention education and training for all Wing/Unit personnel, leadership, and all deploying personnel. Works in concert with the Sexual Violence, Domestic Abuse, and Sexual Harassment Primary Prevention Builds and maintains a Wing/BDE response and victim support system which addresses a wide variety of issues and problems. Partners with the Wing/JFHQ Director of Psychological Health (DPH) and/or Behavioral Health Officer (BHO) to address intimate partner violence. Interacts with Equal Opportunity personnel and/or State Equal Employment Manager (SEEM) to address unlawful discrimination and sexual harassment. Establish contacts and relationships that directly affect victim care that may include, but not limited to: State SAPR PM, subsidiary Wing/BDE SARCs, to include Alt SARCs, VAs, Special Victim Council (SVC), Chaplains, Director of Psychological Health (DPH), Behavioral Health Officer (BHO), Surgeon General's Office, Provost Marshall, Staff Judge Advocate (SJA), Equal Opportunity personnel, and First Sergeants. Performs other duties as assigned.

INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Degree: behavioral or social science, or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. GENERAL EXPERIENCE: The following basic qualification factors are applicable to the GS-0101-12 SARC position: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Within 90 days of appointment as a National Guard SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course. h. Within 120 days of appointment, unless previously D-SAACP certified, the newly appointed SAPR Professional will be required submit the DD Form 2950, must be submitted by the next D-SAACP review board. i. Required to obtain and maintain D-SAACP certification and maintain certification through meeting annual continuing education training requirements.
