As a Public Affairs Specialist at the USPTO, you will be responsible for all aspects of public affairs and social media communication activities. Including media relations, internal communication, graphic design, social media, brand management, blogs, special initiatives, writing and editing, digital strategy and governance.

Duties

The physical worksite for this position is located in Alexandria, Virginia. TELEWORK: This position is eligible for Maximum Telework per agency and business unit discretion/policy (occasional in-office requirement*). * IN OFFICE REQUIREMENT: This position requires the selectee to be available for "in office attendance" occasionally and/or frequently for special events or projects, upon advance notification by management. This rewarding opportunity is ideal for you if: You will enjoy identifying key bloggers and other influencers and maintaining relationships to obtain useful feedback for USPTO's social media campaigns. You have the ability to handle public affairs and communication activities in the areas of media relations, internal communication, graphic design, social media, brand management, blogs and special initiatives, photography and video, writing and editing, digital strategy and governance, and oversite of web content on USPTO.gov. You're excited to collect and analyze data and prepare reports to update OCCO staff on usage statistics. You look forward to monitoring trends in social media tools, usage, and applications to increase the USPTO's social media output and public participation in the USPTO's social media channels. You're prepared to represent OCCO on various teams and councils related to Web content and governance (e.g., Web Executive Board and the Web Advisory Council, chartered by OCCO and OCIO); communications strategy; mobile technology; open government; and other areas as needed by USPTO, Department of Commerce, or other U.S. government agencies.

Requirements

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at OPM - Public Affairs Series, 1035. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. Specialized experience for this position includes: GS-09 - The next lower grade level is (GS7) Specialized experience includes: Providing assistance in gathering information for use in writing social media content on a daily basis and publishing that content on official social media channels (such as Facebook, Twitter, YouTube, Instagram, etc.) for a large organization, company, or government agency. Gathering social media data, tracking engagements, and preparing reports on recurring basis. Creating engaging digital graphics, visuals, and videos for social media channels. GS-11 - The next lower grade level is (GS9) Specialized experience includes: Identifying, researching, and writing compelling social media content on a daily basis and publishing that content on official social media channels (such as Facebook, Twitter, YouTube, Instagram, etc.) for a large organization, company, or government agency Collecting and analyzing social media data, tracking engagements, and preparing reports on a regular and recurring basis. Creating engaging digital graphics, visuals, and videos for social media channels OR Education may be substituted for experience as described in the "Education" section of this vacancy Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for experience at the GS-09 and GS-11 grade levels if the following is met:

GS-09

  • Master's or equivalent graduate degree (if related); Or
  • 2 full years of progressively higher level graduate education leading to such a degree (if related); Or
  • LL.B, LL.M., or J.D.,
GS-11
  • Ph.D. or equivalent doctoral degree (if related); or
  • 3 full years of progressively higher level graduate education leading to such a degree (if related); or
  • LL.M., if related

You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.
